PHS/EHD has the <br /> following comments for your consideration. <br /> PHS/EHD requested in correspondence dated March 24, 19S4 to be kept informed of the status of the <br /> extraction and disposal of seep water from the excavation. HS/EHD was notified prior to the May 3, <br /> 1994 sampling of the seep water from the excavation after a proximately 54,076 gallons of water had been <br /> extracted from the excavation pit. PHS/EHD wanted to be i otified prior to the seep water extraction so <br /> that the condition of the remains of MW1 could be evaluate PHS/EHD staff did indicate on May 3, <br /> 1994 that the well casing was readily visible which conflicts v ith the statement within the above mentioned <br /> report that the well could not be located. PHS/EHD is very concerned that this well remains as a conduit <br /> for the migration of contamination and that it should be prc perly destroyed under PHS/EHD permit. <br /> Please submit a work plan to destroy MW1 immediately. <br /> PHS/EHD indicated in correspondence dated March 24, 199 4 that the San Joaquin Valley Unified Air <br /> Pollution Control District should be contacted to obtain permission to aerate the stockpiled soil; however, <br /> there is no indication that their input was sought even thoulA the report stated that the soil was <br /> manipulated to promote aeration. <br /> PHS/EHD further indicated in correspondence dated March 24, 1994 that MWI should be replaced with <br /> an additional well to verify that the groundwater is no longer contaminated with petroleum hydrocarbons. <br /> Please submit a work plan by September 1, 1994 to install a replacement well. Also, please note that <br /> quarterly monitoring is recognized as a minimum reporting requirement.
