(Stockton, CA) 1 1641 Citation , Stockton October 17, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> exclusion or exemption and provide that information every two years. If the required information cannot be <br /> provided,the materials must immediately be handled as a hazardous waste. Provide a corrective action statement <br /> and supporting documentation to the San Joaquin County Environmental Health Department within 30 days. <br /> This is a minor violation. <br /> 603 CCR 66262.34(e)(1)(C)Failed to mark initial accumulation start date on satellite containers. <br /> OBSERVATION: Satellite accumulation hazardous waste containers were observed on-site without an initial date of <br /> accumulation added to the label. <br /> In the maintenance area, one black 55 gallons steel drum containing used oil had a hazardous waste label that was <br /> missing the hazardous property and the accumulation start date. <br /> In the treatment area, one black 55 gallon steel drum containing waste sludge had a hazardous waste label that was <br /> missing the hazardous property and the accumulation start date. <br /> In the painting area: <br /> -One black 55 gallon steel drum labeled"Paint Overspray Waste"had a hazardous waste label that was missing the <br /> hazardous property and the accumulation start date. <br /> -One black 55 gallon steel drum containing acetone waste was missing a hazardous waste label. <br /> REGULATION GUIDANCE: The initial date of waste accumulation must be clearly marked and visible for <br /> inspection on each container used for satellite accumulation of hazardous waste. In addition, all hazardous waste <br /> containers shall be marked with the following information: the words"Hazardous Waste", name and address of <br /> generator, hazardous properties, physical state, and the composition (contents). <br /> CORRECTIVE ACTION: Immediately correct all of the incomplete/missing hazardous waste labels. If the waste <br /> has been stored on-site greater than one year then immediately dispose of the hazardous waste in compliance with <br /> Title 22 California Code of Regulations. Provide a corrective action statement and supporting documentation to the <br /> San Joaquin County Environmental Health Department(EHD)within 30 days. <br /> This is a minor violation. <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: In the hazardous waste storage area, two black 55 gallon steel drums labeled "Paint Overspray <br /> Waste,"were observed missing the hazardous property. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste.
