WASHINGTON, STOCKTON <br /> Thank you for wending me a copy of the "Phase I and Phase !Y Retl Estate <br /> Transaction Assessment" prepared by Mittlehauser Corporation in May 1991. I <br /> have reviewed the document, and find two areas of concern. <br /> First, soil analyzed from boring B-7 contains high levels of total Kieldahl <br /> nitrogen, phosphate, total dissolved solids, and chemical oxygen demand, <br /> indicating a spill of fertilizer material at some time in the past. Second, <br /> the surface soil from boring 6-5 contains relatively high total petroleum <br /> hydrocarbons, and oil and grease levels. However, the laboratory analysis was <br /> not sufficient to determine whether these products may impact ground water. <br /> Based on th• above, the Regional Board must concur with the San Joaquin County <br /> letter (dated 10 August 1992) that the site is slightly contaminated, and must <br /> request PM Ag Products to complete further investigative and remediation <br /> tasks . Therefore, by 31 October 1992, please submit a workplan containing (1) <br /> a plan to reduce the total nitrogen levels in the soils near boring 8-7 to <br /> approximately 100 ppm, and (2) a plan to resample and reanalyze the surface <br /> soil near boring B-5. The resampled soil must be analyzed for TPH-G (GCFID <br /> method S030) , TPH-D (GCFID method 3550) , oil and grease (method 5520 D&F or <br /> EBF) , and STEX (method 8020) . <br /> As discussed earlier, I would be happy to meet with you at both PM Ag sites in <br /> early November.
