Both facilities are on Washington Street, one on the north side, and one <br /> on the south side. <br /> PM Aq Products South Plant (formerly PureGro Feed Products) , 2130 W. Washington <br /> This facility was bought by PM Ag Products from PureGro about a year ago. As part of <br /> the sale transaction, PureGro hired Mittlehauser to prepare a Real Estate Transaction <br /> Report. The report showed two areas of concern: Boring B-7, in which high levels of <br /> TKN were found, and Boring B-5, which contained slightly elevated levels of oil and <br /> grease. <br /> Subsequently, PureGro arranged for Mittlehauser to remove as much of the TKN-elevated <br /> soils as possible. Mittlehauser's 25 September 1991 letter report shows that <br /> approximately 33 cubic yards of soil was excavated; however, because of concerns about <br /> the stability of nearby tanks, not all of the contaminated soil was removed. Actually, <br /> the extent of contamination was never determined. The letter report shows that the <br /> bottom of the excavation (at 4' below ground surface) contained 5900 ppm TKN, while at <br /> 8' below ground surface, there was still 3400 ppm TKN. <br /> At today's meeting, we discussed the Board's need for further assessment and cleanup <br /> of the TKN-contaminated soils in the area of Boring B-7. Per the PureGro-PM Ag <br /> Products sale agreement, PureGro has agreed to complete any further assessment and <br /> cleanup resulting from conditions left by PureGro. Pat Durham stated that he plans to <br /> submit a workplan to the Board about the first of December, and begin field work by the <br /> second week of December. We agreed that the work could proceed in phases, with the <br /> first phase being the collection of soil borings to determine the lateral and vertical <br /> extent of contamination. I mentioned that we are also concerned about possible impacts <br /> to the groundwater, and that PureGro may want to collect groundwater samples during <br /> this first phase. Dale informed us that Tanks #8, 9, and 10 can be moved if required, <br /> but Pat doesn't see a need for this yet. <br /> The initial Real Estate Transaction Report showed another area of concern, the 0' <br /> sample at Boring B-5 (the 2' sample was clean). Since this report was written, PM Ag <br /> Products has upgraded this area by extending a concrete loading pad over the area where <br /> B-5 was collected. The load pad is 8" thick, so some/all of the affected soil was <br /> removed. Because of the excavation and covering of the soil , there is little or no <br /> threat to water quality remaining around Boring B-5, and the Board will not require any <br /> further assessment in this area. <br />
