SUMMARY OF MEETING: PM AG PRODUCTS - 2 - <br /> PM Ag Products currently has a sale pending for this property; they expect to have it <br /> transferred to the new owner by 1 January 1993. Because of this, they wish PureGro to <br /> complete the work as soon as possible. Another wrinkle is that PureGro is also being <br /> sold, probably about 1 February 1993. According to that sale agreement, Unocal <br /> (PureGro's parent company) will be responsible for completing any outstanding cleanup <br /> work. Pat asked that I address all correspondence to Matt Smith at the PureGro <br /> Corporate office. All PM Ag Products correspondence should be addressed to Bill <br /> Withrow. <br /> PM Ag Products North Plant, 2115 W. Washington <br /> This feed plant has not handled products for a few months, and is undergoing a major <br /> renovation. PM Ag Products plans to reopen the North Plant when the South ' Plant <br /> changes hands in January. <br /> Concrete loading pads are being installed in all truck loading areas. A "hazardous" <br /> tank farm has been constructed with concrete floors and a concrete spill containment <br /> wall . A second tank farm is currently being retrofitted with concrete floors and a <br /> spill containment wall . The third tank farm, consisting of the largest tanks, will not <br /> have containment walls, but will have load-out pads. <br /> PM Ag Products has an agreement with the Stockton Sewage Treatment Plant that allows <br /> stormwater (including any leaks or spills of product) from the tank farms and load-out <br /> pads to flow into the city sewers, and to the sewage treatment plant. However, the <br /> sewage treatment plant will not accept stormwater from the non-tank farm areas, so <br /> stormwater from these areas flows to city storm drains. From a water quality <br /> standpoint, this is fine because these non-operational areas should be clean. <br /> We discussed the Retail Fertilizer Dealer Waiver Program, and I passed out copies of <br /> the management practices. Based on what I observed today, the plant falls under the <br /> waiver program, and qualifies for a waiver of waste discharge requirements. <br /> A final point of discussion was the fertilizer spill which occurred several years ago. <br /> As noted in our files, soil was removed, and monitoring well installed. PM Ag Products <br /> has now completed the four quarters of monitoring required by the Board, and have not <br /> found excess nitrogen levels in the groundwater. They would like to have the option <br /> to abandon the monitoring well if it is not longer needed. I told them that I would <br /> review the file and send a closure letter to Pete. <br />
