STATE OF CALIFORNIA ,,,, , PETE WILSON, Governor
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD,
CENTRAL VALLEY REGION
3443 Routier Road, Suite A r "d
Sacramento,CA 958273098
PHONE: (916)3613600 , __. {
FAX (916)361-5686
SEP 1 2 192
ENVIRONMEWAL HEALTH
10 September 1992 PERMIT/SERVICES
Mr. William Withrow
PM Ag Products
1055 W. 175 St
Homewood, IL 60430
PM AG PRODUCTS FACILITY AT 2130 W. WASHINGTON, STOCKTON
Thank you for sending me a copy of the "Phase I and Phase II Real Estate
Transaction Assessment" prepared by Mittlehauser Corporation in May 1991 . I
have reviewed the document, and find two areas of concern.
First, soil analyzed from boring B-7 contains high levels of total Kjeldahl
nitrogen, phosphate, total dissolved solids, and chemical oxygen demand,
indicating a spill of fertilizer material at some time in the past. Second,
the surface soil from boring B-5 contains relatively high total petroleum
hydrocarbons, and oil and grease levels. However, the laboratory analysis was
not sufficient to determine whether these products may impact ground water.
Based on the above, the Regional Board must concur with the San Joaquin County
letter (dated 10 August 1992) that the site is slightly contaminated, and must
request PM Ag Products to complete further investigative and remediation
tasks. Therefore, by 31 October 1992, please submit a workplan containing (1)
a plan to reduce the total nitrogen levels in the soils near boring B-7 to
approximately 100 ppm, and (2) a plan to resample and reanalyze the surface
soil near boring B-5. The resampled soil must be analyzed for TPH-G (GCFID
method 5030) , TPH-D (GCFID method 3550) , oil and grease (method 5520 D&F or
E&F) , and BTEX (method 8020) .
As discussed earlier, I would be happy to meet with you at both PM Ag sites in
early November. At that time, we can discuss whether PM Ag wishes to make any
physical and/or management changes necessary to eliminate the discharge of
waste, or whether the Board should prepare waste discharge requirements for
both sites.
If you have any questions, or wish to arrange the November meeting, I can be
reached at (916) 36175704.
i
I
WENDY WYE S
Ag Regulatory Unit
cc: Mr. Michael Infurna, San Joaquin County Environmental Health, Stockton
