Permit For Decommissioning Five Monitoring Wells at 2130 West Washington Street, <br /> Stockton, California: Sierra Pacific Project No. 92-033 <br /> Dear Mr. Infurna: <br /> Sierra-Pacific has been authorized by Unocal to decommission five shallow(20-foot) monitoring wells at <br /> the feed product facility located at 2130 West Washington Street,Stockton,California. The Port of Stockton <br /> owns the property, Westway, Inc. is the current lessee. Items required to permit the monitoring well <br /> installation are enclosed for your consideration: <br /> • The work plan was sent to you previously. <br /> • A $60.00 check. <br /> • A completed San Joaquin County well abandonment permit form. <br /> The Washington Street monitoring wells are being decommissioned to preclude the introduction of <br /> contaminants into the abandoned wells and to reduce the vertical movement of shallow ground water. The <br /> well decommissions will be done by a State-licensed C-57 drilling contractor in conformance with State and <br /> San Joaquin County guidelines for well abandonment. Sierra-Pacific will oversee the decommissioning. <br /> Decommissioning wells MW-3, MW-4, and MW-7 will involve removal of PVC well casings, over-boring <br /> of the wells to total-depths, and sealing with bentonite-cement grout. A truck-mounted, 9-inch diameter, <br /> hollow-stem auger, fitted with a pilot shaft, will be used to drill-out the well casing and screen. Potable <br /> water for drilling and decontamination of equipment is available at the site. Each of the open well borings <br /> will be sealed with cement/bentonite mixture. <br /> Monitoring wells MW-2 and MW-8 are inaccessible to large vehicles due to the installation of two <br /> 1,000,000-gallon, and one 3,000,000-gallon, aboveground molasses tanks.
