Item No. 3 <br /> SECTION VI <br /> IMPACT OVERVIEW <br /> A. SIGNIFICANT UNAVOIDABLE IMPACTS WHICH CANNOT BE MITIGATED TO <br /> ACCEPTABLE LEVELS <br /> 1. The proposed project would result in the irreversible <br /> loss of 42 acres of prime agricultural land. <br /> 2 . Land use conflicts would arise as a result of <br /> residential units located adjacent to agricultural activities. No <br /> mitigation measure can completely eliminate potential conflicts <br /> between these two uses. <br /> 3 . Inconsistencies would occur with various policies of <br /> the General Plan. <br /> 4 . Extending development south of SR 26 would have a growth <br /> inducing effect on adjoining properties. <br /> B. BENEFICIAL IMPACTS <br /> 1. The proposed project would provide additional housing in <br /> the County. <br /> 2 . The commercial :Facility would generate sales tax <br /> revenues to the County and view homes would provide an increase in <br /> property tax revenues. Development fees would contribute towards <br /> developing park and recreation facilities. <br /> 3 . Depending upon the uses, the project could provide a <br /> greater variety of retail services for the community. <br /> C. I SIBLE ENVIRONMENTAL CHANGES <br /> The development of residential and retail-commercial uses on <br /> prime agricultural land is an irreversible change since it is <br /> unlikely the land would be converted back to its predevelopment <br /> condition after completion of the proposed project. If, at some <br /> time in the future, the buildings were razed and the pavement <br /> removed from the site, the effects of grading and construction <br /> r would remain. Also associated with the development of the project <br /> site is the increased use of resources such as water and gasoline <br /> which are not returnable. Wood, concrete and asphalt that would <br /> be used for the construction of this project may be considered to <br /> have a negligible drain on the total regional resources reserve. <br /> f <br />
