Any areas for on-site outdoor storage shall be so designated on the Improvement Plan and be surfaced with chip seal , as specified by the Department of Public Works. There shall be no parking in areas designated for use as outdoor storage when the plant is in operation. 5. All lighting in parking areas and for security purposes shall be hooded and directed to prevent glare onto railroad tracts , Arata Road , Navone Road , Bozzano Road and adjacent properties. Lighting standards shall be limited to 20 feet in height in any passenger car parking areas , but may as high as 35 feet in truck loading areas. Details of the lighting plan shall be included in the Improvement Plan. 6. Septic, leach field and well areas shall be barricaded as specified by the Local Health District and included on the Improvement Plan. 7. Details of a landscaping and irrigation plan shall be shown on the Improvement Plan. As an alternative, three copies of a separate landscape and irrigation plan shall be submitted to the Director. In either case, landscape details shall include a key showing size, type, number and spacing of all proposed plantings Details of an automatic and timed sprinkler system shall be shown. All approved landscaping and sprinklers shall be in place prior to issuance of an occupancy permit. At a minimum, a ten (10) foot wide landscaped area shall be planted along the frontage of Navone Road and be planted in the following manner. Trees: spaced not to exceed 25 feet on center at a ratio of 25% - 15 gallons , 50% - 5 gallons , 25% - 1 gallon Shrubs: Spaced not to exceed 10 feet on center at a ratio of 20% - 5 gallons , 80% - 1 gallon. Groundcover: 100% Coverage. The landscaped area .shall be designed and installed so as to provide an effective visual screen within three years of the time of planting.
