A few odor complaints were received during 1989, much less than in 1985- <br /> 1988. The odors are usually caused by solids that accumulate in the <br /> fields. <br /> 12. The Discharger states that it will continue the following odor control <br /> measures: <br /> a. Not allow water to pond in the fields. <br /> b. Flush irrigation pipelines with fresh water after wastewater <br /> application. <br /> C. Use remote fields for wastewater application as much as possible. <br /> d. Irrigate Fields 1 , 2, and 3 only in summer when needed, and at <br /> night, when possible, per residents' requests. <br /> 13. Data from three monitoring wells adjacent to the disposal fields has been <br /> submitted for the past five years. No significant change in ground water <br /> quality has been noted. <br /> 14. Beneficial uses of the ground water are municipal , industrial , and <br /> agricultural supply. Local ground water is also used for domestic <br /> purposes. <br /> 15. The Board has adopted a Water Quality Control Plan, 2nd Edition, for the <br /> Sacramento-San Joaquin River Basin (5B) which contains water quality <br /> objectives for all waters of the basin. These requirements are consistent <br /> with that Plan. <br /> 16. On 14 November 1914, the San Joaquin County Board of Supervisors certified <br /> the final Environmental Impact Report (EIR) for the Waterloo-Arata General <br /> Plan Amendment. This amendment rezoned the area M-I , or Limited- <br /> Manufacturing. The QAP building site is in this rezoned area. The EIR <br /> discloses that siting a fruit and vegetable processing plant in this area <br /> would have the following impacts on water quality: <br /> a. Require large amounts of water which would add to the County' s <br /> overdraft problem. <br /> b. Process wastewater would have to be ponded and leached into the <br /> soil . <br /> C. Adversely affect aquifer recharge. <br />
