Board of Housing Appeals .,,eeting <br /> Staff Report— 2077 E. Webb St., Stockton <br /> accumulation of junk, debris, rodent harborage, combustible materials, and similar <br /> materials or conditions constitutes fire, health, or safety hazards; and inadequate exits. <br /> Since the date of the initial posting, the Environmental Health Department has been <br /> working with the Owner's daughter, Charlotte Goeringer, to remove the accumulation of <br /> items constituting the safety hazards and to repair the heating unit at the home. Actions <br /> have been taken but little progress has been made in correcting the violations. <br /> Therefore, this case is being referred to be heard before the San Joaquin County Board <br /> of Housing Appeals to determine a reasonable and feasible schedule for expeditious <br /> repair or demolition and to authorize the San Joaquin County Environmental Health <br /> Department to take appropriate action should the violations fail to be corrected within the <br /> determined time schedule. <br /> IV. Violations <br /> On September 10, 2009, the following violations of the California Health and Safety <br /> Code, Section 17920.3, were observed: <br /> 1. Unsanitary Conditions [subsection (a)] <br /> 2. General dilapidation or improper maintenance [subsection (a.13)] <br /> 3. Lack of adequate garbage and rubbish storage and removal facilities [subsection <br /> (a.15)] <br /> 4. Any nuisance [subsection (c)] <br /> 5. Fire hazard [subsection (h)] <br /> 6. Accumulation of weeds, vegetation, junk, dead organic matter, debris, garbage, offal, <br /> rodent harborages, stagnant water, combustible materials, and similar materials or <br /> conditions constitutes fire, health, or safety hazards [subsection (j)] <br /> 7. Inadequate exits [subsection (1)] <br /> V. Case Chronology <br /> 09/10/09 The San Joaquin County Environmental Health Department (EHD) <br /> performed a complaint inspection and found one single family dwelling with <br /> violations of State Housing Law. The SFD was posted as a substandard <br /> building. <br /> 09/14/09 The initial posting notices were sent to the owner of record at that time by <br /> certified mail. <br /> 09/15/09 EHD staff spoke with San Joaquin County Adult Protective Services <br /> regarding clean-up by the owner. <br /> 09/15/09 EHD staff spoke with owner's daughter, Charlotte, about removing the <br /> accumulation of items from the house. <br /> 09/18/09 Charlotte came to the EHD office to get a permission slip to start the clean <br /> up of the house. <br /> Page 2 of 5 <br />
