erican
Moulding&Millwork
Company t
MAY 12 1989
May 10, 1989 -
Mr. Ron Valinoti, Director
Environmental Health Division
San Joaquin Local Health District
1601 East Hazelton Avenue
Stockton, CA 95205
Re: Feasibility Study/Remedial Action Plan - Stockton
Plant Diesel Contamination
Dear Mr. Valinoti:
As you know, American Moulding and Millwork Company
("AMMC") is the present owner of the former American
Forest Products Company ("AFPC") property located at 2801
West Lane in Stockton. We recently received a copy of a
Feasibility Study/Remedial Action Plan prepared by Dames &
Moore addressing diesel contamination at the site. The
study was prepared on behalf of AFPC. The remedial action
proposal contained in the document contemplates leaving
10, 000 ppm diesel in the soil, with no provision for
protecting groundwater . As current owners of the
property, this plan is unacceptable to us and will not
bring the property into compliance with applicable laws.
The proposed cleanup level of 10, 000 ppm is unprecedented
for a site of this nature (i .e. , where the contamination
is known to be located only a few feet above the
groundwater table) . We had previously been advised by the
Department of Health Services that a soil cleanup level of
50 ppm would he required for our site. We are also aware
that a cleanup level of 100 ppm was established for the
fuel oil contamination at the Tillie Lewis Foods site in
Stockton. Accordingly, we see no basis for allowing so
much residual contamination to remain on our property,
especially given the proximity of the contamination to
groundwater.
The Dames & Moore study also concludes that groundwater
has not been impacted by diesel contamination . This
conclusion is based on data collected from three
monitoring wells, only one of which is located
downgradient from the diesel tank. That well is some 80
feet from the diesel tank. Given the groundwater velocity
estimated by Dames & Moore (0 .57 cm/day) , contamination
from the diesel tank would not be expected to reach the
P.O.Box 8220
2801 West lane
Stockton,CA 95208
(209)946-5800 An equal oppodunity employer
