erican <br /> Moulding&Millwork <br /> Company �t <br /> MAY 12 1989 <br /> May 10, 1989 - <br /> Mr. Ron Valinoti, Director <br /> Environmental Health Division <br /> San Joaquin Local Health District <br /> 1601 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> Re: Feasibility Study/Remedial Action Plan - Stockton <br /> Plant Diesel Contamination <br /> Dear Mr. Valinoti: <br /> As you know, American Moulding and Millwork Company <br /> ("AMMC") is the present owner of the former American <br /> Forest Products Company ("AFPC") property located at 2801 <br /> West Lane in Stockton. We recently received a copy of a <br /> Feasibility Study/Remedial Action Plan prepared by Dames & <br /> Moore addressing diesel contamination at the site. The <br /> study was prepared on behalf of AFPC. The remedial action <br /> proposal contained in the document contemplates leaving <br /> 10, 000 ppm diesel in the soil, with no provision for <br /> protecting groundwater . As current owners of the <br /> property, this plan is unacceptable to us and will not <br /> bring the property into compliance with applicable laws. <br /> The proposed cleanup level of 10, 000 ppm is unprecedented <br /> for a site of this nature (i .e. , where the contamination <br /> is known to be located only a few feet above the <br /> groundwater table) . We had previously been advised by the <br /> Department of Health Services that a soil cleanup level of <br /> 50 ppm would he required for our site. We are also aware <br /> that a cleanup level of 100 ppm was established for the <br /> fuel oil contamination at the Tillie Lewis Foods site in <br /> Stockton. Accordingly, we see no basis for allowing so <br /> much residual contamination to remain on our property, <br /> especially given the proximity of the contamination to <br /> groundwater. <br /> The Dames & Moore study also concludes that groundwater <br /> has not been impacted by diesel contamination . This <br /> conclusion is based on data collected from three <br /> monitoring wells, only one of which is located <br /> downgradient from the diesel tank. That well is some 80 <br /> feet from the diesel tank. Given the groundwater velocity <br /> estimated by Dames & Moore (0 .57 cm/day) , contamination <br /> from the diesel tank would not be expected to reach the <br /> P.O.Box 8220 <br /> 2801 West lane <br /> Stockton,CA 95208 <br /> (209)946-5800 An equal oppodunity employer <br />
