Box 8220 <br /> Stockton, CA 95208 <br /> Subject: Site Relmediation Cost Estimates <br /> American Moulding & Millwork Company <br /> 2801 West Lane <br /> Stockton, California <br /> Dear Mr. Montijo: <br /> Per your meeting with Mr. Russ Carey, I am sending this letter to provide information <br /> concerning San Joaquin County requirements for excavation and sampling of potentially <br /> hazardous materials; and,, to provide a scope of work with cost estimates to comply with the <br /> county requirements and remove the material. <br /> Based on an assumed volume of soil, Kleinfelder anticipates, the total project cost to be <br /> approximately $70,000. ,Nearly $50,000 of this cost is associated with the disposition of the <br /> impacted soil. Therefore, Kleinfelder recommends that American Moulding & Millwork <br /> Company (AMM) contract directly with the facilities accepting the soil. Additional savings <br /> may be obtained by convacting the excavation and loading contractor directly, however, to <br /> facilitate project coordination, Kleinfelder currently proposes to contract the excavator. <br /> Furthermore, AMM should be aware that the volume estimates are' based on very Limited data, <br /> and a "fluff factor" of 1,5 for calculating in-place verses "on they, ground" volume (based on <br /> Kleinfelder's experience in San Joaquin County). As excavatiot and disposal costs depend <br /> significantly on the volurpe, the actual project cost may vary significantly from the estimated <br /> costs. If a more accurate estimated cost is desired, additional assessment can be performed. <br /> This letter presents the current San Joaquin County requirements, a scope of work to remediate <br /> the burn pit area, trench uea, and teepee area, and the anticipated frosts of remediation. <br /> County Requirements <br /> San Joaquin County requires a work plan for all subsurface samples collected for chemical <br /> analysis. In addition, based on the California Code of Regulations, Title 23, Article 11, San ` <br /> Joaquin County may require up to one month of public notification time prior to approving a <br /> work plan which includes remediation. Due to their interpretation of the Uniform Building <br /> Code, Chapter 70, San Joaquin County requires that an excavation and grading permit be <br /> acquired prior to the remtpdiation of soil by excavation, and the backfilling of the excavation. <br /> The first set of "teepee" samples did not require a work plan because they were surface <br /> samples. The trench wprk could be considered proprietary information and therefore not <br /> necessar,ity reportable to ,;he county. However, as discussed in the meeting, AMM'would like <br /> t() i), t the trench once the impacted soil is removed. San Joaquin County will require the <br /> e,_;, and grading permit to backfill the trench.
