26 October 2000
AGE-NC Project No. 98-0466
Page 2 of 8
• The former UST No. 1 - Site Code 18822;
• The former southern parcel maintenance shop USTs - Site Code 1882;
• The solid waste disposal areas - open bum pits and metal teepee burner;
• Potential releases of contaminants to the western ditch area and t the two septic tank leach
field areas; and
• The site listing by the California Regional Water Quality Conti of Board - Central Valley
Region(RWQCB-CVR) as a spills, leaks and industrial cleanup (SLIC) case for suspected
metals contamination.
The former UST No. 1 concem has received a `No Further Action' sta s from the local oversight
agency and the RWQCB-CVR. The southern parcel maintenance slop USTs concern is the
responsibility of a third party. A work plan has been submitted to the an Joaquin County Public
Health Services - Environmental Health Division(PHS-EHD) to addre s the former burn pits and
teepee bumer areas investigation. The PHS-EHD has agreed to provide o ersight for proper disposal
of soil stockpiles, but has declined to oversee the burn pit closures; the RWQCB-CVR will be
approached to provide oversight for closure of the former burn pits upon completion of a site status
report. With RWQCB-CVR oversight, the SLIC issues will be addressed.
According to the PSI executive summary, the SLIC listing concerns metals and chlorinated
hydrocarbons contamination encountered in the former burn pits,teepee I iurner,and west ditch area.
PSI also recommends a limited subsurface investigation of the septic leach field associated with the
Millwork building and the septic leach field associated with the qaintenance building for
contaminants potentially released from the buildings.
Contaminants in the former bum pits and teepee burner have been addressed in the work plan
submitted to the PHS-EHD, and which will be forwarded to the RWQCB-CVR along with the
updated site status report. This work plan addresses potential releases of hazardous materials to one
of the two septic tank leach fields and to the ditch running along the west margin of the southern
portion of the subject property. In addition, the fill material near the south bum pit and underlying
soil and ground water will be investigated.
2.1.
