02 June 2000
AGE-NC Project No. 98-0466
• Solid Waste Disposal Areas - Open Burn Pits and Metal Teepee)Burner; and
• Spills, Leaks and Industrial Cleanup (SLIC) Case- Metals Contamination.
The former UST No. 1 concern has received a No Further Action status from the local oversight
agency and the California Regional Water Quality Control Board - Central Valley Region
(RWQCB-CVR).The southern parcel maintenance shop USTs concern is the responsibility of a third
party. A work plan has been submitted to the San Joaquin County Public Health Services -
Environmental Health Division (PHS-EHD). The PHS-EHD will over 3ee proper disposal of soil
stockpiles, but has declined to oversee the bum pit closures; the RWQCB-CVR will be approached
to provide oversight for closure of the former bum pits. i
According to the PSI executive summary, the SLIC listing concerns metals and chlorinated
hydrocarbons contamination encountered in the former bum pits, teepee burner, and west ditch area.
PSI also recommends a limited subsurface investigation of the septic leach field associated with the
Millwork building and the septic leach field associated with the Maintenance building for
contaminants potentially released from the buildings.
Contaminants in the former burn pits and teepee burner have been addressed in the work plan
submitted to the PHS-EHD, and which will be forwarded to the RWQCB-CVR. This work plan
addresses potential releases of hazardous materials to one of the two septic tank leach fields and to
the ditch running along the west margin of the southern portion of the subject property.
2.1. WEST DITCH
AGE does not have a copy of the original Phase I report and bases the following discussion on
inferences from various reports issued by Kleinfelder, Inc. (Kleinfelder) and from the PSI report
executive summary.
Kleinfelder, in American Moulding and Millwork Phase III Assessment Deport, dated 06 May 1992,
states that the drainage ditch"east'of the cover plant received effluent from steam cleaning and the
Saw Filing Room. AGE believes this actually refers to the ditch west of the plant. During a site visit
on 18 May 2000,AGE was informed and shown that there was no ditch east of the building and was
informed that water from the steam cleaning area had entered the ditch on the west. Kleinfelder
reported the oil and grease were detected in surface soil, but not at 5 feet bsg; soil was being
removed from the ditch at the time of the Meinfelder report. PSI reported that metals and chlorinated
hydrocarbons had been detected in soil in the west ditch area.
During the 18 May site visit,AGE was also informed that there is a possibility that a product named
Aqualure Moulding Primer may have been introduced to the ditch;this material contained 13 weight
Advanced GeoEnvironmental,Inc.
