s
6.0 AGENCY REVIEW
r •
I
6.1 REVIEW OF REGULATORY AGENCY LISTS
Dames & Moore conducted a review of applicable regulatory agency lists of known or
potentially hazardous waste sites or landfills, and sites currently under investigation for environmental
violations. The purpose of this task was to identify facilities located within a Ih-mile radius of the site
that may have the potential to adversely impact environmental conditions at the subject site. The agency
ilists that Dames & Moore reviewed are summarized in Table 1.
No facilities within a 1/2-mile radius were identified from the Environmental Protection
Agency's Natural Priorities List and CERCLIS List, the California Bond Expenditure Plan (State
Superfund) or the California Waste Management Board's list of active and inactive landfills. Two
facilities, the Learner Company at 2711 Navy Drive, and Action Processing at the Port of Stockton, were
identified from the California Department of Health Services' ASPIS List. Three facilities were listed
on the Cortese list: The Port of Stockton at 2201 West Washington Street; William Tank Lines at
• 2941 Navy Drive; and Tesoro Petroleum at 3003 Navy Drive. Two facilities were identified from the
San Joaquin County underground tank list: Supply Terminal (ST) Services at 2941 Navy Drive and the
Port of Stockton at 2201 West Washington.
t
6.2 FILE REVIEW
Few files were available for review at the California Regional Water Quality Control Board
offices in Sacramento. The available files contained limited information regarding the contamination
problems at the subject facilities. At the Port of Stockton 2201 West Washington Street facility, the files
i indicate that an underground storage tank(UST) was removed in 1988 and that three USTs were removed
in 1989. There was mention of plans in 1988 to remove a 4.5-mile diesel fuel pipeline that was built in
i
1969 from Union Pacific Railroad. The file contained no further information regarding this matter.
` The ST Services file indicates that a 5,000-gallon tank was removed in 1988 that and another
tank was removed in 1990. Groundwater impact was suspected.
• PSA04.007 11
1
