The San Joaquin County Public Health Services, Environmental Health Division files contain
detailed information regarding soil and groundwater contamination of the Port of Stockton Petroleum
Storage and Handling Terminal (fuel terminal) which is bound by West Washington Street, Navy Drive,
and Stork Road. The materials handled there include leaded and unleaded regular and premium gasolines,
jet fuel, diesel fuel, alcohol, waste oil, and various propiietary fuel additives.
The fuel terminal has operated since the 1940's and numerous spills and leaks have occurred
which have resulted in subsurface contamination. Specific information to indicate whether or not the
contamination has migrated north of West Washington Street was not found. Hydrogeologic information
in the County files, indicates that shallow groundwater flow in the fuel terminal area is usually to the east
or southeast. However, at some times there has been groundwater flow to the northeast near West
Washington Street, and contaminants from the fuel terminal may have reached the site.
PSA04.007 12
