• 3.0 RECOMMENDATIONS
Potential environmental impacts for Audit area III include pesticides in soil and groundwater
from past agricultural use, heavy metals in soil and groundwater from possible receipt of river dredge
tailings, petroleum coke, and copper concentrate storage, and lowered pH values in soil from bulk coal
stockpiling operations. There is also potential for hydrocarbons and volatile organic compounds in soil
and groundwater beneath the site due to lubricant storage and fueling operations and the close proximity
of the Port of Stockton fuel terminal. The site is presently developed as a bulk materials distribution
' facility.
The following recommendations are presented based on past land use and current on site
operations:
' • To evaluate potential impacts on soil from bulk materials stockpiling and handling, soil
I borings should be conducted near the petroleum coke and former copper concentrate
stockpiles and beneath the conveyors. Soil samples should be analyzed for CAM metals
(STLC);
( • To evaluate potential impacts on soil from drum storage and fueling operations, soil
borings should be conducted near each of these areas. Soil samples should be analyzed
for purgeable and purgeable aromatic halocarbons, and total petroleum hydrocarbons;
• I To evaluate potential impacts in groundwater from current operations, two monitoring
wells should be installed. The wells should be placed both upgradient and
Idowngradient of existing operations. Groundwater samples should be analyzed for
CAM metals, chlorinated and organophosphate pesticides, total petroleum
hydrocarbons, purgeable and purgeable aromatic halocarbons.
• If the establishment of baseline conditions is desired for this parcel, soil and
groundwater analysis should be expanded to include chlorinated and organophosphate
pesticides, elemental sulphur, and sulphates. Groundwater samples should also be
analyzed for sulfides.
1
• PSA04.007 14
