California Regional Water Quality Control Board <br /> (RWQCB) as the:lead regulatory agency at the site since October 1989. Our understanding is that I <br /> with the .RWQCB .overseeing. the :work,-..all"directional, confrol: Would come -from, tlierii; not <br /> PHS/EHD:.. Additional:.background supporting this:-understanding,is presented below. <br /> Mr. Doug.{Westenhaver.i.,received a _letter�from­PHS/EHD dated September -21, 1989 <br /> (enclosed), indicating that Mr. Westenhaver had the .option to cont-inue with PHS/EHD oversight, <br /> or to .place,the site.,in the Pilot p.Pr-ogram_under the;authorityof-,the RWQCB American Forest <br /> Products preferred the latter,option rwith the RWQCB as the lead agency and confirmed this <br /> y . , _r ._ P.. . — ., - . . . <br /> arrangementtwith. Mr. Gordon Boggs of the RWQCB in October 1989. In following correspondence, <br /> Mr. Tom Peltier of the RWQCB reviewed the case file and indicated the RWQCB's requirements <br /> for remedial -actions-to be taken at the-site :n -a-letter to AFP dated February 16, 1990. <br /> Pursuant to the RWQCB's direction, American Forest Products (AFP) submitted a remedial <br /> action work plan on April 11, 1990. As part of this plan, four new monitoring wells were installed <br /> and sampled for four -quarters and transmittals of the quarterly monitoring reports were submitted <br /> to the RWQCB and PHS/EHD. Additionally, over 2,000 cubic yards of soil from the former storage <br /> tank were excavated, treated, and disposed at a Class 11 landfill. .ln 1991, AFP completed a permit <br /> to'close the underground storage tanks by removing the pump island and remaining pipe. After <br /> removing-.the pamp. and:underground pipe, AFP collected soil`samples under the supervision of <br /> PHS/EHD:: Based on..the analyses obtained from these samples additional impacted soil was treated <br /> SAC96.04 <br /> OFFICES WORLDWIDE <br />
