San Joaquin Public Health Services <br /> Environmental Health Division, in the past identified as San Joaquin Local <br /> Health District, utilizes the Regional Water Quality Control Board guidelines <br /> for soil and groundwater clean up relating to underground fuel cases. San <br /> Joaquin County Public Health Services Environmental Health Division has not <br /> provided a conditional approval for implementation of the remedial action plan <br /> feasibility study. Our authority is limited::to that which is outlined in the <br /> Department of Health Services April 7, 1988 correspondence to M.G. Palmer of <br /> American Moulding and Millwork Company. <br /> Little progress on this site investigation has taken place. The greatest <br /> hinderance has been failure to comply with Regional Board established <br /> guidelines for underground leaking tank fuel case investigations. Throughout <br /> our review of the underground fuel tank portion of this site investigation, we <br /> y have maintained that remediation at any time prior to ccmpleta definition of <br /> 1 �! -the'contam°inated"soi 1-area would'1?e'premature, as well as contrary'to-the <br /> established guidelines <br /> San Joaquin County Public Health Services Environmental Health Division is <br /> currently overseeing cleanup of underground tanks for soil and groundwater <br /> investigation under the auspices of the federal and state funded Pilot <br /> Program. Therefore, American Forest Products. Company has two options with <br /> which this site can proceed. The first option would be to continue with the <br /> current investigative structure and the Environmental Health Division will <br /> refer this site back to Department of Health.Services for their review on the <br /> State Expenditure Plan. The second option is to place the- site within the <br /> Pilot Program and follow the guidelines established in that program; those <br /> being the Tri-Regional Staff Recommendations and the LUFT document.
