SAN J 0 A Q U 1 N Environmental Health Department <br /> U ; i y 1 Iii <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> SULPHURIC ACID TRADING COMPANY INC- 2829 W WASHINGTON ST, STOCKTON June 16, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 102 CCR 66262.11 Failed to determine if a waste is a hazardous waste. <br /> OBSERVATIONS: Rinse water from the truck and rail loading racks is transferred to a wastewater tank and <br /> neutralized before discharge to the city sewer system. The rinse water originates from routine truck and rail car <br /> rinsing operations to remove trace sulfuric acid from the outside of the transfer equipment and transport vehicles. <br /> The facility has not made a hazardous waste determination on the rinse water before it enters the neutralization <br /> tank. The rinse water could be an aqueous waste with pH 2.0 or below, making it corrosive hazardous waste. <br /> Corrosive hazardous waste treatment by pH adjustment requires a permit with the San Joaquin County <br /> Environmental Health Department. <br /> REGULATION GUIDANCE: Any person who generates a waste shall determine if the waste is a hazardous waste <br /> as specified in Title 22 California Code of Regulations(CCR). There are wastes that are listed as hazardous <br /> wastes. There are wastes that exhibit one or more of the hazardous waste characteristics:toxic, corrosive, <br /> reactive or ignitable. <br /> CORRECTIVE ACTION: <br /> Immediately make a hazardous waste determination for the rinse water. At a minimum, make pH measurements <br /> of representative samples of the rinse water before it enters the treatment tank. <br /> Use Safety Data Sheets(SDS),waste sampling and test results or other knowledge to support your hazardous <br /> waste determination.
