S0 JOA U 1 Environmental Health Department <br /> u ; i y <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> SULPHURIC ACID TRADING COMPANY INC- 2829 W WASHINGTON ST, STOCKTON June 16, 2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. The containers <br /> were: <br /> 1. Four 55-gallon poly drums of sulfuric acid contaminated solid hazardous waste were missing the hazardous <br /> property on the labels. <br /> 2. One 55-gallon poly drum of sulfuric acid contaminated solid hazardous waste was missing the physical state on <br /> the label. <br /> 3. One 55-gallon poly drum of sulfuric acid contaminated liquid hazardous waste was missing the hazardous <br /> property on the label. <br /> 4. One 300-gallon tote, partially full, of 93-98%sulfuric acid hazardous waste was missing the hazardous property <br /> on the label. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br /> action statement and supporting documentation to the San Joaquin County Environmental Health Department <br /> (EHD)within 30 days. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by July 16, 2020. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br /> ($152). To schedule an appointment, please call (209)468-3420. <br /> Waste streams found: Rinse water with trace sulfuric acid, Solids with sulfuric acid. <br /> The facility transfers 98% sulfuric acid from ships into on-site above ground tanks. The sulfuric acid is diluted on <br /> site from 98% to 93% and transferred from the tanks to trucks or rail cars. A containment system at the truck <br /> and rail racks collects water rinsate with trace sulfuric acid. The trucks and rail cars are rinsed with water to <br /> remove trace acid after truck and rail car filling. The rinsate is transferred to waste water tanks, pH adjusted and <br /> discharged to City of Stockton sewer. <br /> Pete Earnest updated the site contingency plan with the current emergency coordinator.
