DAMES MOORE
John Lydick
November 6, 1990
Page 2
Following the soil analyses, winch met the nonhazardous CCR Tale 22 criteria, the "Soil
Remediation and Groundwater Monitoring Workplan" was submitted by Dames & Moore to the Regional
Water Quality Control Board (RWQCB) and the San Joaquin County Heath Department in April, 1990
The workplan was implemented in June, 1990 and included landfarmmg approximately 2,135 cubic yards
of soil on site The soil was spread onto a lined, bermed, treatment cell approximately 1 33 to 2 0 feet
thick The soil was then fertilized, irrigated, tilled and sampled monthly for TPH/diesel as specified in
the workplan
Figures I through 7 depict the soil treatment cell and reflect the locations and analytical results
for TPH/diesel Figures 1 and 2 reflect initial soil TPH analyses conducted within the soil treatment cell
to estimate the variability throughout the cell The sample locations were chosen at random and grab
samples were taken The TPH/diesel concentration in soil ranged from C 5 to 3,600 ppm, with an
average of roughly 1,000 ppm
Figures 3, 4 and 5 summarize a sampling program consistent with "Methods for Evaluating Solid
Waste, Physical/Chemical Methods" SW-846, 2nd edition, (EPA, 1982) The EPA protocol suggests that
the area (soil treatment cell) be divided into blocks (100 were designated) which are then randomly
sampled Based on the SW-846 statistical formula, seven samples were needed to characterize the soil
TPH concentration in the soil treatment cell When the seven random locations were selected, soil from
three points within the block were mixed and the composite sample was submitted for analyses The
results of these analyses showed TPH concentrations ranging from 28 to 4,600 ppm TPH, and the average
value ranged from approximately 700 to 1,100 ppm TPH
Figures 6 and 7 present the results of a different sampling technique used to estimate the average
or composite TPH/diesel concentration throughout the treatment cell The soil treatment cell was divided
into five areas, each containing 20 blocks A subsample from each of the 20 blocks was combined into
a large container, mixed, and sampled The composite samples taken on 1018190, and shown on Figure
SACH 008
DAMES & MOORE
