► In particular, we note that there is at least one site, Kearney-KPF located at 1624 E Alpine <br /> Avenue, Stockton, California, where a groundwater remediation project to remove volatile <br /> organic compounds is being conducted " <br /> ► The assumptions on which the PHS-EHD has based the threat to groundwater, at 35 feet bgs <br /> as a seasonal high, has been demonstrated to be inaccurate and inappropriate for application <br /> to this site, given the current groundwater levels registered after such a prolonged period of <br /> heavy rains <br /> ► Current groundwater levels will not rise to 1987 levels unless trends in Stockton-area <br /> population growth and groundwater pumping are reversed <br /> 5 2 RECOMMENDATIONS <br /> The soil and groundwater sampling and analysis presented above suggest that while TPH <br /> constituents are present in soils, these residual TPH constituents are immobile or at low <br /> concentrations which do not pose a threat to groundwater The relatively immobile residual TPH <br /> in soils is separated by at least 30 feet of soils which are not impacted or have TPH concentrations <br /> well below 100 mg/kg TPH Based on the DLM evaluation conducted according to RWQCB (1989) <br /> methods, soils at this Site do not constitute a potential threat to degrade groundwater quality <br /> The surface of the Site is paved which reduces infiltration and theotential for or downward <br /> migration of TPH constituents in soils Despite recent years of above-average precipitation, <br /> groundwater level remains at 56 feet bgs (1995) to 69 feet bgs (1991), and seasonal groundwater <br /> fluctuations at the Site do not appear to be approaching the TPH impacted soils at 20 to 25 feet bgs <br /> Considering the current, historic and predicted future conditions at the Site, further corrective <br /> actions to remediate TPH in soils is not warranted based on previous risk assessment and feasibility <br /> studies (Dames & Moore 1988) soil remedial actions (Dames & Moore 1990) modeling studies <br /> (Dames & Moore, 1994a) technical and cost considerations (Dames & Moore, 1994b), as well as <br /> current considerations of hydrocarbon mobility in soils <br /> i <br /> SAC156 14 15 <br /> DAMES &MOORE <br />
