PRIVILEGED &CONFIDENTIAL <br /> f <br /> • MTBE and other fuel oxygenates were not reported in the soil or groundwater <br /> samples collected; and <br /> • A review of a historical photograph of the site, historical Sanborn Fire Insurance <br /> �., Maps, and the current concentrations of TPH-g and benzene, indicate that the <br /> most probable locations of former underground storage tanks (USTs) were east of <br /> the former pump island, near the corner of East Market Street and South Wilson <br /> w <br /> Way, which is beneath the current bank building. <br /> Based on the above-described observations, analytical results, and telephone <br /> conversations with the SJCEHD, Building Analytics has concluded that the TPH plume <br /> +•• beneath the site has been sufficiently delineated, has not significantly impacted the site, <br /> and does not pose a significant threat to human health. <br /> 2.7 Request for No Further Action, December 1998 <br /> Based on field observations, analytical results, and telephone conversations with the <br /> SJCEHD, Building Analytics concluded that the TPH plume beneath the site had been <br /> sufficiently delineated, did not significantly impact the site, and does not pose a <br /> significant threat to human health. Mass balance calculations for TPH remaining in the <br /> L„ soil and groundwater were performed by Building Analytics. The calculations revealed <br /> that only approximately 86 gallons of TPH remain in the soil, and less than one gallon <br /> remains in the groundwater. Building Analytics therefore requested closure of the case <br /> from the SJCEHD and a "No Further Action" order. <br /> V.r <br /> 2.8 SJCEHD Letter, June 29, 1999 <br /> r✓ <br /> In June of 1999, the SJCEHD issued a letter stating that the Central Valley Regional <br /> Water Quality Control Board (RWQCB) had been notified that the SJCEHD had <br /> concluded that the site investigation and remedial action had been completed for the <br /> subject property. In the letter, the SJCEHD requested that the on-site groundwater <br /> monitoring wells be destroyed under permit and inspection by their agency. The <br /> SJCEHD requested that the permit be submitted by August 2, 1999. Once the monitoring <br /> wells had been destroyed, the SJCEHD would issue a "No Further Action" letter. This <br /> work plan is in response to the June 29, 1999 SJCEHD letter. <br /> "r 3.0 SITE LOCATION AND IMPROVEMENTS <br /> The site is located at 49 South Wilson Way, on the northwest corner of Wilson Way and <br /> Market Street, in the City of Stockton, San Joaquin County, California (Figure 1). The <br /> site is located in the northeast quarter of Section 32, Township 1 North, Range 6 East, of <br /> the Mount Diablo Base and Meridian. The subject property is currently occupied by a <br /> i„ bank building. <br /> 4.0 GEOLOGIC AND HYDROGEOLOGIC SETTING <br /> Stockton is located in the western portion of the Great Valley geomorphic province of <br /> California. The valley is a nearly flat lying, elongate trough trending northwest and <br /> �., southeast for approximately 450 miles. The valley is bordered by the igneous Sierra <br /> Nevada to the east and the sedimentary and metamorphic Coast Ranges to the west.
