CAL FARM SUPPLY, STOCKTON <br /> For over a year, the Regional Water Quality Control Board has been involved in an investigation <br /> into the extent and source of nitrogen pollution at the former PM Ag Products feed facility on W. <br /> Washington Street in Stockton. Recent groundwater monitoring at this facility shows high levels of <br /> nitrate in the upgradient well. The former Cal Farm Supply property is upgradient of the PM Ag <br /> Products site. <br /> Our files show that a series of site assessments have been completed at Cal Farm Supply, and that <br /> elevated nitrate levels were found in one monitoring well in 1989. Although soils containing <br /> organochlorine pesticides were removed from the sites, the groundwater has not tested for <br /> pesticides. In addition, petroleum hydrocarbons remain in the groundwater from a leaking <br /> underground tank. <br /> We understand that you have recently requested a closure certification from the Board and Sin <br /> Joaquin County Public Health Service, and that the County is requiring additional monitoring of the <br /> wells for petroleum products. This letter is to formally request (a) that groundwater from the five <br /> monitoring wells be sampled one time and analyzed for organochlorines, organophosphates, <br /> carbamates, triazines, and chlorinated herbicides; and that (b) you conduct a further assessment to <br /> determine whether Cal Farm Supply is the source of the elevated nitrate levels found in PM Ag <br /> Product's upgradient well. This further assessment shall be coordinated with site assessment <br /> activities a PM Ag Products. <br /> By 15 October 1994, please submit a workplan to accomplish the above two objectives. The <br /> workplan shall include a scope of work and a proposed time schedule for each phase of work.
