Ocean Blvd, Suite 501 <br /> Long Beach, CA 90802 <br /> REQUEST FOR AN INVESTIGATION. KOPPEL STOCKTON TERMINAL <br /> For over a year, the Regional Water Quality Control Board has been involved in an investigation <br /> into the extent and source of nitrogen pollution at the former PM Ag Products feed facility on W. <br /> Washington Street in Stockton. Recent groundwater monitoring at this facility shows high levels of <br /> nitrate in the upgradient well. The property to the southeast of PM Ag Products, identified in <br /> county assessor's records as the Koppel Stockton Terminal, is upgradient of PM Ag Products. <br /> Records obtained from San Joaquin County show that fertilizer material was loaded from the <br /> warehouse on this property into trucks. The County Air Pollution Control District made numerous <br /> air quality citations as they observed fertilizer particles and dust being released during loading <br /> operations. Fertilizer contains high levels of nitrogen and/or nitrate, and therefore, this facility may <br /> be a source of the elevated levels of nitrate seen in the groundwater monitoring well. <br /> You are hereby requested to submit a workplan to determine whether the Koppel Stockton Terminal <br /> is the source of the elevated nitrate levels found in PM Ag Product's upgradient well. By <br /> 15 October 1994, please submit a workplan which includes a scope of work and a proposed time <br /> schedule for each phase of work. All field work, data interpretation, and report writing shall be <br /> conducted under the supervision of a registered engineer or geologist.
