GES
• GENESIS ENGINEERING&REDEVELOPMENT
The closest and most available land for background sampling that has similar conditions to
the Site prior to landfilling is the farm area immediately east of the Site. Prior to landfilling,
the Site was close to or below sea level, and surrounded by levees. Review of the U.S.
Department of Agriculture Soil Conservation Service Holt Quadrangle Soil Map shows the
soil in the vicinity of the Site consists primarily of clay loam. GE&R's logging of native
soils beneath the drill mud fill on Site suggests that the Site is underlain by clay loam similar
to that identified on the adjacent property proposed for background sampling. As such,
native soils on Site and on the adjacent property should exhibit similar natural chemical
properties.
The Work Plan incorporates the following documents, which are included as Appendices:
1. Sampling and Analysis Plan("SAP")—Appendix A
2. Quality Assurance Project Plan("QAPP")—Appendix B
3. Health and Safety Plan ("HASP")—Appendix C
3.1 Task 1 —Pre-Field Activities
• Pre-field activities include negotiating a property access agreement, marking proposed
reconnaissance boring locations; obtaining required permits; managing and scheduling
subcontractors; field logistics and coordination; and notifying RWQCB staff of scheduled
field tasks. Pre-field activities will commence upon RWQCB approval of this Work Plan.
3.2 Task 2—Collecting Reconnaissance Soil Samples
Samples of clay loam in the vicinity of the Site will be collected and analyzed to establish
background soil concentrations. The proposed background borings are located east of the
former Arcady Disposal Facility, as shown of Figure 3. Thirteen soil samples will provide
chemical data to establish background soil quality and assist in determining soil cleanup
goals for closure of the Site. Soil sampling and analysis will be conducted in accordance
with the SAP (Appendix A)and QAPP (Appendix B).
• William DePaoli Property 3 of 5
Work Plan to Establish Background Soil Concenhations
February 2012
