2.0 BACKGROUND
2.1 SITE SETTING/HISTORY
The Site is located within the City of Stockton,California,in San Joaquin
County. It is located within one-half mile of the Port of Stockton on the
Stockton Deep Water Channel (Figure 1). The San Joaquin River is located
just northwest of the project Site and West Washington Street intersects
with Navy Drive to the south of the Site. Land use in the vicinity of the
Site is predominantly industrial, although a golf course is located
approximately one-quarter mile west,on the opposite bank of the San
Joaquin River. A United States Naval Reservation is also located on the
western bank of the San Joaquin River. Other land uses in the vicinity of
the Site include the Stockton Public Belt Railroad,Unocal, and the United
States Naval Reservation to the north; the Bay Sulfur Company to the east;
and the Western Ash Company to the south (HLA,1997).
The Site is approximately 5 acres and was previously used for fertilizer
storage and manufacturing. The Site consists of areas for dry bulk
storage,a liquid tank farm, and a full-bag storage warehouse(Figure 2).
The Site has been inactive since November 2005 and LESCO no longer
operates the Site as a production center, manufacturing facility,or
distribution center. Prior to LESCO s ownership, two other companies
(TRI Delta Fertilizer,Inc. and Delft Fertilizer) also conducted fertilizer
manufacturing on the Site.
Multiple groundwater monitoring, private, municipal, and irrigation wells
are located within one-half mile of the Site. Those wells were presented
on Table 1 in Workplan For Soil and Groundwater Investigation (ERM, April
2006).
2.2 SITE GEOLOGYAND HYDROGEOLOGY
The following paragraphs describe the geology and hydrogeology
encountered beneath the Site, and is based on geologic and hydrogeologic
interpretations from previous investigations.
The Site is situated along the Great Valley physiographic province. The
Great Valley groundwater basin is bounded on the east by the Sierra
Nevada and Cascade Ranges and on the west by the northern extension of
the Coast Ranges. In the Stockton area, the Flood Basin Deposits occur
p 2 LFSCO.INC/006737301-No. 7007
