PRETREATMENT INDUSTRIAL USERS <br />GENERAL PERMIT CONDITIONS <br />(Revised 06/09) <br />Permittee shall not allow any materials or any liquid waste to be discharged into the City of <br />Stockton sewer system which could be harmful to the system or create a hazard or <br />nuisance, as defined in sections 13.08.100 through 13.08.270 of the City of Stockton <br />Municipal Code. If the Permittee is found to be responsible for damage to the City of <br />Stockton stormwater or sanitary sewer system, or for the excessive deposits of objectionable <br />materials in said systems, Permittee may be required to bear the cost to the City for <br />cleaning, or shall restore the affected part of the system to proper working condition. A <br />violation of any provision of these Permit Conditions, local codes, or Federal Pretreatment <br />Regulations may result in fines up to $25,000 per day for each violation or civil/criminal <br />action. <br />2. Industrial User shall not allow any pollutants, including oxygen demanding pollutants (BOD, <br />etc.) to be released at a flow rate and/or pollutant concentration which a User knows, or has <br />reason to know, will cause interference to the POTW. In no case shall a sudden, <br />unexpected discharge have a flow rate or contain concentrations of qualities of pollutants <br />that exceed for any time period longer than 15 minutes more than five times the average 24- <br />hour concentration, quantities, or flow during normal operation (13.08.200 Stockton <br />Municipal Code). <br />3. Permittee shall insure that all pretreatment facilities, including but not limited to flow <br />measuring and sampling equipment, are maintained in proper working order at all times; and <br />that flow measuring devices are calibrated for accuracy by an approved qualified technician <br />not less than twice per year, or upon request of an authorized City of Stockton <br />representative. Seasonal industries will have devices calibrated prior to the start of each <br />season. <br />4. In the event a required flow measuring or sampling device is found to be inoperative or <br />providing unreliable information, as determined by authorized City of Stockton personnel, <br />maximum quantities for parameters being measured may be used unless a previously <br />negotiated amount can be verified by production statistics and water usage until such time <br />as the equipment is restored to proper working order to the satisfaction of the Department of <br />Municipal Utilities. <br />5. Bypassing of pretreatment facilities at any time is strictly prohibited without the express <br />written consent of an authorized City of Stockton representative in advance. <br />6. Any breakdown or interruption of pretreatment, or any accidental discharge to the City of <br />Stockton storm or sanitary system must be reported immediately. Non -reporting of spill or <br />slug incidents will be cause for administrative permit review and/or revocation of permit. <br />7. Self -Monitoring: <br />a. Permittee is required to self -monitor wastewater generated on site for pollutants <br />specified by the City of Stockton. <br />b. Sampling procedures and handling must be approved by the City of Stockton and <br />
