Pretreatment Industrial Users <br />General Permit Conditions <br />Page 4 of 7 <br />pursuant to the Stockton Municipal Code. <br />A notice shall be permanently posted on the User's bulletin board or other prominent <br />place advising employees who to call in the event of a discharge described in <br />paragraph A, above. Employers shall ensure that all employees, who could cause <br />such a discharge to occur, are advised of the emergency notification procedures. <br />d. Users are required to notify the City of Stockton, Environmental Control Office, <br />immediately of any changes at its facility affecting the potential for a Slug Discharge. <br />21. Notification of Changed Conditions: <br />Each User must notify the City of Stockton, Environmental Control Office, of any significant <br />changes to the User's operations or system which might alter the nature, quality, or volume <br />of its wastewater at least ninety (90) days before the change. <br />a. The City of Stockton may require the User to submit such information as may be <br />deemed necessary to evaluate the changed condition, including the submission of a <br />wastewater discharge permit application. <br />b. The City of Stockton may issue an individual wastewater discharge permit or modify <br />an existing wastewater discharge permit in response to changed conditions or <br />anticipated changed conditions. <br />22. Notification of Bypass: <br />For the purposes of this Section, Bypass means the intentional diversion of wastestreams <br />from any portion of a User's treatment facility. <br />a. If a User knows in advance of the need for a bypass, it shall submit prior notice to <br />the City of Stockton, Environmental Control Office, at least ten (10) days before the <br />date of the bypass, if possible. <br />b. A User shall submit oral notice to the City of Stockton, Environmental Control Office, <br />of an unanticipated bypass within twenty-four (24) hours from the time it becomes <br />aware of the bypass. A written submission shall also be provided within five (5) days <br />of the time the User becomes aware of the bypass. The written submission shall <br />contain a description of the bypass and its cause; the duration of the bypass, <br />including exact dates and times, and, if the bypass has not been corrected, the <br />anticipated time it is expected to continue; and steps taken or planned to reduce, <br />eliminate, and prevent reoccurrence of the bypass. <br />23. Signatory Requirements: All applications, reports or other information submitted to the City <br />of Stockton must contain the following certification statement and be signed as required in <br />section (a) below: <br />
