If the permittee wishes to continue an activity regulated by this permit, the permittee <br />must submit an application for a new permit at least 60 days before the expiration <br />date of this permit. <br />C. An expired permit will continue to be effective and enforceable as long as one of the <br />following conditions apply: <br />The permittee has submitted a completed permit application at least 60 days <br />prior to the expiration date of the existing permit. <br />2. The failure to reissue the permit, prior to the expiration of the previous permit, <br />is not due to any act on the part of the permittee. <br />27. Permittee shall, if necessary, provide, maintain, and operate a pretreatment system capable <br />of meeting all applicable limitations. Permittee shall insure that all pretreatment equipment is <br />in proper working condition at all times. A pretreatment system maintenance schedule shall <br />be submitted with each wastewater discharge application. All maintenance records for <br />pretreatment equipment shall be kept and available to the City. The City may require that <br />when necessary for the safe and proper operation of pretreatment equipment that the <br />permittee shall provide all necessary training and education to permittee's pretreatment plant <br />operators. At a minimum, educational training shall include: <br />a. General principles of pretreatment equipment operation. <br />b. Basic understanding of the mathematics relating to pretreatment equipment. <br />C. Understanding of basic sampling on monitoring techniques. <br />d. Basic knowledge of the regulations and limits governing the regulations for <br />wastestream type being discharged. <br />e. Proper safety procedures. <br />f. Basic knowledge of hazardous waste labeling and storage. <br />Documentation of all training and education provided shall be kept and made available to the <br />City. <br />28. The terms and conditions of this permit may be subject to modification by the City of <br />Stockton during the term of this permit as limitations or requirements are identified or other <br />just cause. The permittee shall be informed of any proposed changes at least 30 days prior <br />to the effective date of change. Compliance with any changes or new conditions in this <br />permit shall be concluded within 90 days following the effective date of change. <br />29. If any provision if this permit or the application to any person or circumstances is held invalid, <br />the remainder of this permit or the application of such provisions to other persons or other <br />circumstances shall not be affected. <br />30.
