S A N J 0 A Q I I I Irl Environmental Health Department <br /> CCUNTY <br /> RCRA Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> PNP Stockton#80 3927 E CLARK DR, STOCKTON October 10, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> area of the yard. <br /> -Around the customer yard, an additional 28 oil filters were observed still attached to the engines, 30 coolant <br /> reservoirs were observed with coolant,23 brake fluid reservoirs were observed with brake fluid and 8 power <br /> steering reservoirs were observed with power steering fluid. <br /> -Nine vehicles in the import section of the customer yard were observed actively leaking. <br /> -Twenty-six additional vehicles were observed with dark stains under the engine compartment without a carpet in <br /> the customer yard. <br /> Observed in the production yard: <br /> -A yellow trash can was observed leaking a dark fluid from the bottom in the VCO area of the production yard. <br /> -Multiple stains were observed on the gravel in the production area of the yard near the wells. Truck beds located in <br /> this area also had oil inside of them leaking onto the gravel. <br /> -Recently crushed vehicles were observed stacked on the crush pad actively leaking motor vehicle fluids. <br /> -Two vehicles that were just crushed and being transported by the loader were observed dripping vehicle fluids onto <br /> the crush pad. <br /> -One white vehicle was observed actively leaking green fluid onto the crush pad. <br /> -On the northern edge of the crush pad, near the drain,the cement is deeply pitted and vehicle fluids were observed <br /> pooling inside of the indentations. <br /> REGULATION GUIDANCE:A hazardous waste generator must maintain and operate its facility to minimize the <br /> possibility of a fire, explosion, or any unplanned sudden or non-sudden release of hazardous waste or hazardous <br /> waste constituents to air, soil, or surface water which could threaten human health or the environment. <br /> CORRECTIVE ACTION: Immediately clean all stains, containerize hazardous waste and stop leaks. Manage the <br /> waste according to Title 22 California Code of Regulations for hazardous waste. Submit a statement and supporting <br /> documentation to the San Joaquin County Environmental Health Department describing how the violation was <br /> corrected and how the waste was disposed of. <br /> This is a repeat violation, Class II. <br /> 303 CCR 66265.33 Failed to maintain all communication or alarm systems, spill control, or decontamination equipment. <br /> OBSERVATION: The secondary containment pallet for the black 55 gallon drum of mixed oils located behind the <br /> vehicle crusher was observed with a red liquid inside of it. <br /> REGULATION GUIDANCE:All facility communications or alarm systems,fire protection equipment, spill control <br /> equipment, and decontamination equipment,where required, shall be tested and maintained as necessary to assure <br /> its proper operation in time of emergency. <br /> CORRECTIVE ACTION: Bring the spill pallet into proper working order by repair, replacement or cleaning.
