S A N J 0 A Q I I I Irl Environmental Health Department CCUNTY RCRA Large Quantity Hazardous Waste Generator Inspection Report Facility Name: Facility Address: Date: PNP Stockton#80 3927 E CLARK DR, STOCKTON October 10, 2019 SUMMARY OF VIOLATIONS (CLASS I,CLASS II,or MINOR-Notice to Comply) Item# Remarks Title 22 California Code of Regulations section 66265.193(f) (f)Ancillary equipment shall be provided with full secondary containment(e.g., trench,jacketing, double-walled piping)that meets the requirements of subsections (b)and (c)of this section except for: (1)aboveground piping (exclusive of flanges,joints, valves, and connections)that are visually inspected for leaks on a daily basis; (2)welded flanges,welded joints, and welded connections that are visually inspected for leaks on a daily basis; (3)sealless or magnetic coupling pumps and sealless valves,that are visually inspected for leaks on a daily basis; and (4)pressurized aboveground piping systems with automatic shut-off devices(e.g., excess flow check valves,flow metering shutdown devices, loss of pressure actuated shut-off devices)that are visually inspected for leaks on a daily basis. CORRECTIVE ACTION: Have a qualified Professional Engineer update the tank assessment and add the missing sections. Provide a corrective action statement and supporting documentation to the San Joaquin County Environmental Health Department(EHD)within 30 days. Provide a copy of the updated assessment,when available. This is a Class II violation. 507 CCR 66265.195 Failed to conduct daily inspections of hazardous waste tank system and maintain records onsite. OBSERVATION: The facility has a hazardous waste tank but does not have three years of complete daily tank inspection records. The daily tank inspection logs for the used oil and used antifreeze tanks in the drain building for October 2018 were not available for review during the inspection. REGULATION GUIDANCE: (a)The owner or operator shall inspect,where present, at least once each operating day: (1)overfill/spill control equipment(e.g.,waste-feed cutoff systems, bypass systems, and drainage systems)to ensure that it is in good working order; (2)the aboveground portions of the tank system, if any, to detect corrosion or releases of waste; (3)data gathered from monitoring equipment and leak-detection equipment, (e.g., pressure and temperature gauges, monitoring wells)to ensure that the tank system is being operated according to its design; (4)the construction materials and the area immediately surrounding the externally accessible portion of the tank system including secondary containment structures(e.g., dikes)to detect erosion or signs of releases of hazardous waste (e.g.,wet spots, dead vegetation); and (5)for uncovered tanks,the level of waste in the tank, to ensure compliance with section 66265.194(b)(3). (c)The owner or operator shall document in the operating record of the facility an inspection of those items in subsection (a)of this section. CORRECTIVE ACTION: Immediately start conducting and documenting complete daily hazardous waste tank inspections. Provide a corrective action statement and supporting documentation to the San Joaquin County Environmental Health Department(EHD)within 30 days. This is a Class II violation.
