S A N J 0 A Q I I I Irl Environmental Health Department <br /> CCUNTY <br /> RCRA Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> PNP Stockton#80 3927 E CLARK DR, STOCKTON October 10, 2019 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. The containers <br /> were: <br /> -One black metal 55 gallon drum of waste diesel was observed in the drain building with the label smeared making <br /> the accumulation start date unreadable. This was corrected on site. <br /> -One cardboard box empty motor vehicle fluid containers was observed next to the customer oil drop-off tank <br /> without physical state and hazardous properties on the label. <br /> -One blue plastic box of water-based soaps was observed in the hazardous waste storage area without an <br /> accumulation start date, hazardous properties or physical state on the label. This was corrected on site. <br /> -One black metal 55 gallon drum of brake fluid was observed without hazardous properties or physical state on the <br /> label inside of the drain building. This was corrected on site. <br /> -One cardboard box of empty vehicle fluid containers was observed in the material storage area of the production <br /> yard without a hazardous waste label. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br /> action statement and supporting documentation to the San Joaquin County Environmental Health Department <br /> (EHD)within 30 days. <br /> This is a repeat violation, Class II. <br /> 607 CCR 66266.81(b) Damaged lead acid batteries not properly managed and labeled. <br /> OBSERVATION: Damaged lead acid batteries are stored at this facility and are not stored in compliance with this <br /> section. The following damaged lead acid batteries were stored on-site: One damaged lead acid battery was <br /> observed in a plastic bag inside a container without an accumulation start date. <br /> REGULATION GUIDANCE: A damaged battery shall be managed so as to minimize the release of acid and lead <br /> and to protect the handlers and the environment, including at a minimum: <br /> 1. stored and transported in a nonreactive, structurally secure, closed container capable of preventing the <br /> release of acid and lead; <br /> 2. a container holding one or more damaged batteries shall be labeled with the date that the first battery in the <br /> container was placed there, i.e.,the initial date of accumulation; <br /> 3. all container labels shall be written in ink, paint or other weather-resistant material so that the date is legible <br /> and conspicuous <br /> 4. a container holding one or more damaged batteries shall be packed for transportation in a manner that <br /> prevents the container from tipping, spilling or breaking during the transporting. <br /> CORRECTIVE ACTION: Immediately manage, store, and label all damaged lead acid batteries in accordance with <br /> Title 22 California Code of Regulations.
