12/02 02 TUE 09 14 FAX 19259469968 ERMWEST WC Z003 <br /> e Mr Horhn Knoll <br /> 15 June 4999 <br /> . riage 2 <br /> parking lot for the San Joaquin Rail Corr nnission The majority of the site <br /> is paved except for a small band of landscaped area around the perimeter <br /> of the parking lot <br /> BACKGROUND <br /> According to a UST removal permit application Bled with the City of <br /> Stockton Fire Department,W W Vernon Company removed a 1,000- <br /> gallon gasoline tank from the site, sometime after 27 August 1979 In <br /> March 1997, Espana Geotechnical Consulting conducted a Phase I <br /> investigation of the site The Phase I report noted the UST and <br /> recommended a Phase II investigation to evaluate the natuxe and extent <br /> of contamination <br /> During October 1997,Wright Environmental Services, Inc , conducted a <br /> Phase II investigation on behalf of the San Joaquin Rail Commission As <br /> part of this investigation, soli borings B-2, B-3, and B-4 were advanced in <br /> the vicinity of the former UST The locations of these borings are <br /> displayed on Figure 2 Based on the results of this investigation, <br /> PHS/EHD requested additional investigation at the site to evaluate the <br /> extent of impact In a letter dated S December 1997,San Joaquin County <br /> notified Southern Pacific Transportation Company (SPTCo, now UPRR) <br /> that the 936 East Weber site had been placed in the Local Oversight <br /> Program, and that SPTCo had been designated as the pranary <br /> responsible party <br /> ERM performed an additional soil and ground water investigation at the <br /> site in May 1998 This investigation included installation of two soil <br /> borings, B-3 and B-6, and collection of two grab ground water samples <br /> from these borings in the vicinity of the former tank location Based on <br /> their review of ERM's 1995 investigation report, the San Joaquin <br /> PHS/EHD concluded that impacts to soil and ground water warranted <br /> additional characterization prior to preparation of the CAP for the site <br /> This report has been prepared in response to the PHS/EHE)request <br /> METHODOL O GX <br /> As part of this investigation,ERM installed four soil borings, three of <br /> which were completed as monitoring wells The locations of soil borings <br /> and monitoring wells installed to date at the site are displayed on Figure <br /> 2 The soil borings and monitoring wells installed as part of this <br />
