i <br /> XffMA <br /> Working To Restore Nature <br /> Addendum One to Remedial Action Plan March 1, 1993 <br /> Coca-Cola Former Distribution Facility, Stockton, California 54006.01 <br /> ' 1993), and has been submitted to the regulatory agencies listed at the end of this report. <br /> A copy of the report will also be submitted to the San Joaquin Valley Unified Air Pollution <br /> Control District when the Aur Permit to Construct and Permit to Operate are completed and <br /> mailed to the Air District.. Task 2, Addendum One to the RAP (this report) is completed <br /> with the exception of regulatory review, comment, and approval. <br /> r , Task 3, Quarterly Groundwater Monitoring,was resumed in December 1992 at the request <br /> of the SJCEHD. The Report on Quarterly Monitoring(RESNA,February 1993)was mailed <br /> to the regulators in February 1993. Receipt of laboratory results generally takes about 2 to <br /> 3 weeks, report writeup and in-house review about 2 to 3 weeks, and Coca-Cola review and <br /> comment about 2 to 3 weeks. Coca-Cola's comments are then incorporated, and the Final <br /> ' Quarterly Monitoring Report is issued each quarter to the regulatory agencies. <br /> ' Engineering design of the Construction Plans and Specifications (Task 4)is in progress. The <br /> draft Plans and Specifications will be submitted to Coca-Cola for review and comment in <br /> about 3 to 4 weeks. Coca-Cola review is scheduled to take about 3 to 4 weeks. One week <br /> is scheduled to incorporate their comments and then the final Plans and Specs will be sent <br /> to the City of Stockton Building, Planning, and Fire Departments for their review, comment. <br /> City review and comment on the Plans and Specs is estimated to take about 4 to 6 weeks; <br /> about 1 week to incorporate City comments and resubmit the Plans and Specs; and then an <br /> additional 2 to 4 weeks for the City to approve the changes. The Task 5 Permitting will be <br /> conducted concurrently with the engineering design phase of the project; regulatory review <br /> ' time is anticipated to take about as long as the engineering time for this project since <br /> several State and local permitting agencies are involved. <br /> ' Task 6, Pre-Construction Phase, generally lasts about 4 to 6 weeks to allow the Contractor <br /> time to order and receive equipment and materials, and post Bonds and pay City fees. <br /> Construction(Task 7) is predicted to take about 4 to 6 weeks provided the Pre-Construction <br /> ' Phase is at least 5 to 6 weeks. Task S Construction Inspection and Management is <br /> concurrent with Task 7. Operating instructions for the system (Task 9) will be prepared <br /> during the construction phase and after the equipment manufacturers' data for the <br /> ' purchased equipment are received from the construction Contractor. <br /> Task 10 System Startup and Startup Monitoring will begin when Task 7 is completed. <br /> ' Startup sampling and monitoring will continue through the first month of operation and will <br /> be reported in the Task 11 Startup Report. After laboratory analyses are completed, a draft <br /> report will be prepared and submitted to Coca-Cola about 3 weeks later. Standard <br /> laboratory turnaround time is two weeks. Task 12, Operations, Maintenance, and <br /> Compliance Monitoring and Reporting will continue throughout the life of the system or as <br /> 15 <br />
