Working To Restore Nature
Addendum One to Remedial Action Plan March 1, 1993
Coca-Cola Former Distribution Facility, Stockton, California 54006.01
to an area within an approximately 20 foot radius surrounding the former underground
gasoline storage tank, and down to a depth of about 25 feet (USTEC, November 1990 and
' December 1991) Wells VEW 3 and VEW 7 are screened substantially deeper than the
vertical area of concern, and will be grouted with a cement/bentomte slurry from the
bottom of the well up to 30 feet below the existing grade.
' Subsurface PVC collection pipe will direct extracted vapors to the remediation compound
where the vapors will be treated prior to discharge through a stack. Process equipment in
the remediation compound includes a skid-mounted condensate separator to remove
particulates and condensed water, a condensate storage tank and double containment tank,
a skid-mounted vacuum blower, a skid-mounted thermal oxidizer and associated equipment
and controls, and a remote monitoring system. The remediation compound will be fenced
to preclude public access. The proposed design flows for the vapor extraction system are
75 cubic feet per minute (cf n) per well with a total design flow of 225 cfrn, at a design
wellhead vacuum of 60-inches of water. The system will be permitted for the full capacity
of the thermal oxidizer, 600 cfm, in order to increase well flows as soil conditions allow, to
add more wells to the system if needed at a future date, and to add dilution air to the
` system to maintain the optimum vapor to oxygen ratio for peak efficiency. In addition, it
is recommended that a second PVC pipe be installed in the vapor collection pipe trench for
potential future use as a groundwater double containment pipe. If a groundwater treatment
system is required at a future date, the water collection pipe can be inserted in the double
containment pipe without need to retrench the entire area and disrupt existing commercial
' operations at the site, and the cost will be reduced since the major cost of laying pipe is due
to the cost of labor rather than the cost of the PVC pipe.
' The proposed operating plan is to bring well VEW 3, the well located in the former tank
pit, on line first for approximately 30 days in order to prevent lateral and vertical migration
of the vapor plume. Then all three wells will be operated during the second and following
' months.
Proposed Scope of Work
Based on the results ofP revious work at the site, RESNA proposes the following project
Tasks 1 through 12 listed below to accomplish the engineering design, permitting,
' construction, and operation of a soil remediation system. The tasks are listed below and
described in detail in this report.
u
