• S E C O R • <br /> Ms. Devra Lewis <br /> February 2, 2004 <br /> Page 2 <br /> SECOR finished construction of the DPE system in December 2003. The City of Stockton inspected <br /> the system, including the gas and electric connection on December 16 and 18, 2003, and sent a <br /> letter to PG&E stating that the electrical and plumbing systems had been inspected, and that PG&E <br /> could make the final connections. SECOR is currently waiting for a PG&E crew to install the <br /> necessary connections, and the gas and electrical meters. The most recent "tentative" information <br /> from PG&E is that PG&E will install the gas meter on January 30, 2004, and the electrical connection <br /> sometime during the last week of February 2004. <br /> In summary, SECOR submitted its application for power from PG&E over six (6) months ago, and <br /> has met all of the PG&E requirements for power service at the site. Because power has yet to be <br /> provided, the DPE system has not been operating and SECOR, on behalf of the L&M Operable Unit <br /> Group, will not be able to provide an operation status summary by February 13, 2004. <br /> Additionally, SECOR has applied for an extension of its "air permit" from the SJVAPCD. SECOR <br /> originally acquired an air permit for the DPE system in April 2003. That permit would cover the first <br /> six (6) months of system operation, and allowed for a system that operated on propane. SECOR <br /> has asked that its air permit be extended to five (5) years, and that it also cover a system operating <br /> on natural gas 2 As a result of these requested changes, the SJVAPCD has indicated that it will redo <br /> the required 30-day public notice related to the air permit for the DPE system. <br /> In light of PG&E's continued failure to provide power to the DPE system, and the expected delays <br /> related to the air permit, SECOR will not be able to report on the first month of system operation by <br /> the February 13, 2004 deadline.
