In this <br /> letter, SECOR will report on the operational status of the interim dual phase extraction (DPE) system <br /> that was fully installed at the site by December 2003. <br /> The IRAP was submitted to the Central Valley Regional Water Quality Control Board (RWQCB) on <br /> July 16, 2003 and was approved, with certain contingencies, as described in the letter dated July 24, <br /> 2003 from Wendy Cohen to Robert Cochran of the Chevron Environmental Management Company. <br /> Ms. Cohen's letter required that the L&M Operable Unit Group submit a system installation report <br /> and a status summary of the first month of operation of the DPE system by December 5, 2003. A <br /> system installation report was submitted on December 5, 2003. <br /> On November 14, 2003, SECOR, on behalf of the L&M Operable Unit Group, notified the <br /> CVRWQCB that due to delays in obtaining a building permit from the City of Stockton and power <br /> from PG&E, SECOR would not be able to provide a status summary of the first month of operation of <br /> the DPE system by the December 5, 2003 deadline.' SECOR requested, and the RWQCB granted <br /> an extension of time until February 13, 2004 for submission of the status summary of the first month <br /> of operation of the DPE system. As described in greater detail below, continued delays in providing <br /> power by PG&E and a new issue related to the permit from the San Joaquin Valley Air Pollution <br /> Control District (SJVAPCD) required SECOR, on behalf of the L&M Operable Unit Group, to seek a <br /> further extension of the deadline for submission of the status summary of the first month of operation <br /> of the DPE system. <br /> On June 16, 2003, SECOR submitted an application to PG&E so that power would be available to <br /> the DPE system once it was installed. After the application was submitted, PG&E planned the power <br /> service for the site. This planning period took approximately sixteen (16) weeks, and on October 27, <br /> 2003, PG&E informed SECOR that it would not be able to provide power to the DPE system until <br /> approximately six (6) to eight (8) weeks after the system had been installed, which would have been <br /> approximately January 5, 2004.
