The objective of this work was to"pothole" in several locations to search for underground <br /> utilities (former pipelines, etc.). This work was performed as described in SECOR's Work Plan for <br /> Underground Utility Search, dated October 3, 2003 and in accordance with the California Regional <br /> Water Quality Control Board-Central Valley Region (CRWQCB-CVR) approval letter dated October <br /> 16, 2003 (Attachment A). <br /> UTILITY SEARCH <br /> Eight locations were proposed to be excavated to search for underground utilities at the site. <br /> However, additional "potholes" were required based on a private utility survey which was performed <br /> prior to excavation and field observations from the initial excavations. <br /> Site Health and Safety. As required by the Occupational Health and Safety Administration (OSHA) <br /> Standard "Hazardous Waste Operations and Emergency Response" guidelines (29 CFR 1910.120), <br /> and by California Occupational Health and Safety Administration (Cal-OSHA) "Hazardous Waste <br /> Operations and Emergency Response" guidelines (CCR Title 8, Section 5192), SECOR prepared a <br /> Site-Specific Health and Safety Plan prior to the commencement of fieldwork. The Site-Specific <br /> Health and Safety Pian was reviewed by the field staff and contractors before beginning field <br /> operations at the site. <br /> Utility Clearance. Excavation locations were staked out and marked with white paint and <br /> Underground Service Alert (USA) was notified at least 48 hours prior to excavation to avoid <br /> interference with active utilities. The entire site was marked for USA clearance and no active utilities <br /> were marked on the site. Additionally, a private utility locating service was contracted to perform a <br /> thorough underground utility search prior to excavating. <br /> Excavations. Eight excavations (EX-2 through EX-9) were completed in the vicinity of the original <br /> proposed locations; however, several of these locations were adjusted due to the findings of the <br /> private utility locator. One location (EX-1) was added to the scope of work due to numerous metal <br /> pipes located by the private utility locator. Additionally, nine excavation locations (EX-1-A1, EX-1-A2, <br />
