S ECOR <br /> - - - � <br /> Ms. Devra Lewis <br /> January 9, 2004 <br /> Page 2 <br /> EX-1-A3, EX-1-61, EX-1-62, EX-1-C, EX-5-A, EX-5-13, and EX-9-A) were added to the scope of work <br /> in an effort to find the end of various pipes encountered during the initial excavations. Excavation <br /> locations are shown on Figure 2. The excavations were performed by Cornerstone Environmental <br /> Contractors, Incorporated, a licensed environmental contractor. <br /> Groundwater was not encountered during the excavations. <br /> Access Agreements. An access agreement to perform the excavations was secured with the City of <br /> Stockton Redevelopment Agency prior to the beginning of work. Permits were not required by the <br /> San Joaquin County Environmental Health Department (SJCEHD); however, Mr. Jeff Wong with the <br /> SJCEHD was on site daily to observe the excavations and backfill. <br /> Soil Disposal. Site soil was profiled during the installation of the Dual Phase Extraction (DPE) wells <br /> in October of 2003. Soil generated during excavating operations was removed by a licensed disposal <br /> contractor and disposed of at Forward Landfill in Manteca, California. <br /> Back Fill of Excavations. Imported clean A/B road base gravel was placed and compacted in each <br /> excavation. <br /> Surveying. Locations of individual steel pipelines and groups of steel pipelines were staked and <br /> surveyed by Morrow Surveying <br /> FINDINGS - ORIGINAL EXCAVATIONS <br /> Numerous metal pipelines were encountered in the original excavations. Findings from each of the <br /> excavations are presented below. Excavation and pipeline locations are shown on Figure 2. <br /> Photographs are provided in Attachment B. <br /> EX-1: Three groups of steel pipes trending north to south were located in excavation EX-1 (photos <br /> 1 through 4). Soil encountered consisted of fill material (clay with bricks, rocks, and concrete), and <br /> gray hydrocarbon staining was observed in the excavation beginning at a depth of approximately 20 <br /> inches below ground surface (bgs). <br /> • The group of pipes located in the west end of the excavation consisted of three three-inch <br /> diameter pipes at a depth (from the top of the pipe) of approximately 24 inches bgs (photo 2). <br /> • The group of pipes located at the east end of the excavation consisted of the following: three <br /> four-inch diameter pipes and one one-inch diameter pipe. The depths to the top of the pipes <br /> ranged from 30 to 36 inches bgs (photo 3). The one-inch diameter pipe was not located in <br /> additional excavations EX-1-A1 and EX-1-A2 so it was not included on Figure 2. <br /> • The group of pipes located in the middle of the excavation consisted of two eight-inch <br /> diameter pipes at a depth of approximately 41 inches bgs (photo 4). <br /> EX-2: Two four-inch diameter steel pipes trending northwest to southeast were located at <br /> approximately 42 inches bgs (photo 5). Soil encountered consisted of fill material (clay with bricks, <br /> rocks, and a steel 4-inch diameter bollard with concrete at the base). Hydrocarbon staining was not <br /> observed in the excavation. <br /> EX-3: One four-inch diameter steel pipe trending northeast to southwest was located at a depth of <br /> approximately 36 inches bgs (photo 6).
