r <br /> Stantec <br /> 2010 TIDEWATER STOCKTON WORK PLAN <br /> 3.0 Proposed Scope of Work <br /> 3.1 PREPARATORY ACTIVITIES FOR FIELD OPERATIONS <br /> Prior to the initiation of field activities, the following activities will be completed: prepare a site <br /> specific health and safety plan; obtain all appropriate permits; secure access agreements; and <br /> locate possible underground utilities in the work areas. <br /> 3.1.1 Site Health and Safety Plan <br /> As required by the Occupational Health and Safety Administration (OSHA) "Hazardous Waste <br /> Operations and Emergency Response" guidelines (29 CFR 1910.120), and by California <br /> Occupational Health and Safety Administration (Cal-OSHA) "Hazardous Waste Operations and <br /> Emergency Response" guidelines (CCR Title 8, Section 5192), Stantec will prepare a site <br /> specific Health and Safety Plan (HASP). The field staff and contractors will review the HASP <br /> prior to beginning field operations at the site. <br /> 3.1.2 Permitting and Access Agreements <br /> Monitoring well/boring permits will be obtained from the San Joaquin County Environmental <br /> Health Department (SJCEHD) prior to initiating work. Additionally, encroachment permits and <br /> access agreements with offsite property owners will be obtained as needed for particular wells <br /> prior to initiating the field effort. <br /> Any applicable permits will be obtained from the San Joaquin Valley Air Pollution Control District <br /> (SJVAPCD) prior to initiating field efforts. <br /> Extracted groundwater collected during field activities will be treated through the current onsite <br /> remediation system and discharged to the sanitary sewer under the current wastewater <br /> discharge permit issued on July 1, 2009 for the site. <br /> 3.1.3 Underground Utility Locating <br /> Stantec will notify Underground Service Alert (USA) a minimum of 48 hours prior to <br /> commencing subsurface activities so that existing underground utilities in the area of the <br /> proposed work can be located and avoided. In conjunction with USA, a private utility locating <br /> company will be utilized for clearing proposed boring locations. Prior to the onset of drilling, all <br /> borings will be cleared to deeper than eight feet bgs. <br /> 3.7 <br />
