P <br /> r ! <br /> M <br /> ENVIRONMENTAL SITE ASSESSMENT REPORT <br /> s MULTI-MODAL STATION/SHOPPING CENTER <br /> "SIX-BLOCK" PROJECT <br /> STOCKTON, CALIFORNIA <br /> May 31,2401 <br /> i <br /> Ll INTRODUCTION <br /> The Redevelopment Agency of the City of Stockton, (Client) retained Condor Earth Technologies, Inc <br /> r (Condor) to conduct an American Society for Testing and Materials (ASTM) Practice E 1527-00 Phase I <br /> Environmental Site Assessment (ESA) for the Multi-Modal Station/Shoppmg Center (site) located in <br /> Stockton, California (Figures 1, 2 and 3, Appendix A) Included is a discussion of the purpose and scope <br /> of work of the ESA, a description of the site and adjacent properties, a discussion of the information <br /> gathered from records, interviews, and site visits, and Condor's findings, opinions, and conclusions All <br /> figures referenced un the report are included in Appendix A The U S Geological Survey (USGS) <br /> topographic map is included as the Vicinity Map, Figure 1, Appendix A The results of research into <br /> i ASTM-recommended government databases (VISTAmfo Environmental GeographicsTM) are contained in <br /> Appendix B Aerial photos are contained in Appendix C Site photographs are contained in Appendix D <br /> Completed Transaction Screen Questionnaires are located in Appendix E The Site Reconnaissance <br /> r Master Checklists are included in Appendix F The glossary of terms associated with an ASTM Phase I <br /> ESA is contained in Appendix G <br /> pp 1.1 PURPOSE <br /> 4 j <br /> The purpose of the ASTM Phase I ESA is to conduct an appropriate inquiry into the previous ownership <br /> and uses of the property to satisfy the innocent landowner defense to Comprehensive Environmental <br /> Response, Compensation and Liability Act (CERCLA) liability The goal of the ESA is to identify <br /> recognized environmental conditions and historical recognized environmental conditions <br /> • The terns recognized environmental condition means the presence, or likely presence, of hazardous <br /> substances or petroleum products on a property under conditions that indicate an existing release, a <br /> past release, or a material threat of a release of hazardous substances or petroleum products into <br /> structures on the property or into the ground,groundwater or surface water of the property <br /> • The term historical recognized environmental condition means an environmental condition which in <br /> the past would have been considered a recognized environmental condition, but which may or may <br /> not be considered a recognized environmental condition currently <br /> The goal of this assessment is not to demonstrate that no hazardous materials are present at the site The <br /> assessment is necessary, however, to help satisfy " all appropriate inquiry into the previous ownership <br /> and uses of the property consistent with good commercial or customary practice" [42 USC § 9601 (35) <br /> (B)1 The use of an environmental professional m the performance of this assessment will minimize and <br /> manage risk of environmental difficulty,but cannot completely eliminate the risk <br /> 1.2 SCOPE OF WORK <br /> The typical scope of work for an ASTM E 1527-00 Phase I ESA is described below An ASTM Phase H <br /> ESA was not included in this scope of work The results of the Phase I ESA are used to determine the <br /> need for and scope of a Phase Il ESA <br /> �, CONDOR <br />
