Phase I Environmental Site Assessment <br /> City of Stockton Mixltl-Modal Station/Shopping Center <br /> Page 2 <br /> • Site Reconnaissance - Condor made a site reconnaissance and prepared a general description <br /> r of the site Observations were made on portions of the site, along the periphery of the site, <br /> and in all areas common to the site and adjacent properties, those properties located <br /> immediately next to the site and across the street from the site,to assess if conditions suggest <br /> that hazardous substances are present on, or might migrate to, the site Obvious terrain <br /> characteristics of concern, such as areas of distressed vegetation, ground stains, landfills, <br /> depressions, and/or evidence of any below-grade tanks, were also noted <br /> • Review of Site Histo - The history of the site was reviewed to learn about permits granted <br /> or citations issued (including any well and/or underground storage tank permits), prior uses of <br /> the site and properties immediately adjacent to the site, and local geologic and hydrogeologic <br /> data, as appropriate Topographic maps and reasonably obtainable historical aerial photos <br /> were reviewed to assess historical land uses on and near the site Where available, Sanborn <br /> Fire Insurance Maps were reviewed for the site A site history was obtained from topographic <br /> maps, aerial photographs, interviews, and other histoncal resources <br /> • Review of Environmental Records - The non-confidential portions of reasonably obtainable <br /> and practically reviewable records retained by Federal, State, and local agencies for <br /> properties in the vicinity of the site within an approximate minimum search distance (MSD), <br /> that have been investigated and/or inspected, were reviewed for potential environmental <br /> liability The records review included the following, as applicable <br /> 1 AST — Aboveground storage tanks as provided by the State Water Resources Control <br /> Board <br /> 2 BORDERZONE — Database provided by the Department of Health Services-Land Use <br /> H and Air Assessment that identifies properties within 2,000 feet of land at which <br /> c^ hazardous waste has been deposited, creating a significant existing or potential hazard to <br /> public health and safety <br /> 3 CALFID — California Facility Inventory Database was created within the California <br /> Environmental Protection Agency to facilitate the identification of complete <br /> environmental regulatory profiles for facilities <br /> 4 CERCLIS - Sites identified by the U S EPA as hazardous sites that have been <br /> investigated or are in the process of investigation for contamination risk <br /> Kz 5 ERNS - Emergency Response Notification System information on reported releases of oil <br /> and hazardous substances <br /> 6 FEDERAL WATER WELLS —The Ground Water Site Inventory database was provided <br /> by the United States Geological Survey (USGS) The database contains information for <br /> over 1,000,000 wells and other sources of groundwater that the USGS has studied, used, <br /> or otherwise had reason to document through the course of research <br /> 7 FINDS — Facility Index System Database This system was developed to help identify <br /> and cross-reference which sections or departments within EPA maintain a file on any <br /> specific site <br /> 1' 8 NPL - Sites that fall under the EPA's Superfund program established to fund cleanup of <br /> contaminated sites that pose risk to human health and the environment <br /> 9 RCRA/HWDMS - Selective information on sites that generate, transport, store, treat <br /> and/or dispose of hazardous waste as defined by the Resource Conservation and <br /> Recovery Act(RCRA) <br /> R <br /> f <br /> t� CONDOR <br />
