EI Dorado St., Stockton <br />DIRECTOR <br />Donna Heran, REHS <br />PROGRAM COORDINATORS <br />Robert McClellon, REHS <br />Jeff Carruesco, REHS, RDI <br />Kasey Foley, REHS <br />Linda Turkatte, REHS <br />SR0064953 <br />The San Joaquin County Environmental Health Department (EHD) has completed the review of <br />the application for a permit to reinstall dispensers, install dispenser conversion frames, and <br />remove the site from temporary closure on the underground storage tank (UST) system at the <br />above noted address. The permit has been approved with the following conditions: <br />1. Contact the local fire department and the San Joaquin Valley Air Pollution Control <br />District for any applicable permits and requirements. <br />2. Any changes in information and scope of work must be submitted to EHD for approval <br />prior to commencing work. All new addenda supersede the previous ones. <br />3. Contact Stacy Rivera at (209) 468-3440 to arrange the following inspection <br />appointments (a 48-hour notice is required for inspection appointments). <br />a. Sensor functionality: Functionality of the monitoring system must be verified to <br />ensure that monitoring has been restored to meet the requirements of Title 23 <br />California Code of Regulations and the Health & Safety Code. <br />b. Leak detector test: Leak detector must be tested to confirm that the device can <br />detect a leak of 3 gallons per hour at 10 psi. <br />c. Primary piping soap test: One hour pneumatic pressure test at 110% of operating <br />pressure, or 40 psi, whichever is greater. <br />d. Secondary piping soap test: One hour pressure test per manufacturer's guidelines. If <br />there are no manufacturer's guidelines, test shall be performed using an applicable <br />method specified in an industry code or engineering standard. <br />Please be aware that the facility cannot operate the UST system prior to the EHD <br />inspection and approval. <br />4. If concrete will be broken near the UDCs and/or piping, a secondary containment test <br />must be performed once concrete is poured in accordance with the manufacturer's <br />guidelines. <br />
