If water could enter into the secondary containment by <br /> precipitation or infiltration, it must be removed and disposed of properly. The service technician removed <br /> approximately 3 cups of liquid in the 87 Master fill sump and approximately 1/4 gallon of liquid from the the 87 Slave <br /> STP sump. Ensure that all sumps and annular spaces are maintained free of liquid. <br /> This was corrected on site. <br /> This is a repeat violation, Class II. <br /> 326 HSC 25299(a)(9)Tampered with or disabled leak detection devices or alarms. <br /> The bottom of the 91-product fill sump 323 sensor was taped, preventing the sensor from detecting a potential leak <br /> at the earliest opportunity. Monitoring equipment shall be maintained to be able to detect a leak at the earliest <br /> possible opportunity. The tape was removed from the sensor. The sensor was tested, passed, and relocated to the <br /> lowest point of the sump by the service technician. Ensure that all monitoring equipment is maintained to detect a <br /> leak at the earliest opportunity. <br /> This was corrected on site. <br /> This is a Class I violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by 5/2/2018. <br /> Please be aware that as of January 1, 2014, facility operators are required to upload the following UST program <br /> documents into the California Environmental Reporting System (CERS): UST Monitoring Site Plan, UST <br /> Certification of Financial Responsibility, UST Response Plan, UST Letter from Chief Financial Officer(if <br /> applicable), and the Owner Statement of Designated Operator Compliance.
