Fremont Street, Stockton, CA 95205 <br />RE: UPGRADE EXISTING PETROLEUM SYSTEM <br />07 Aug 97 <br />I spoke with David Kwong recently regarding required Planning approvals for <br />this project, and he suggested that I write to determine the necessary <br />process. <br />This site has existing fuel storage and sales, and Quik Stop Markets, Inc. <br />wishes to replace the petroleum systems to make them more safe, <br />environmentally protected, and user friendly. They desire to exceed the <br />current requirements for new petroleum systems as mandated by the State of <br />California. <br />This site was developed in substantially the manner- that it currently exists in, <br />or about, 1972. The existing uses are: <br />Retail sales, convenience products: 2100 sq. ft. market <br />Underground motor vehicle fuel storage and retail sales/dispensing <br />2 - 10,000 gallon Underground Storage Tanks (USTs) <br />2 - island mounted fuel dispensers <br />No change in the existing uses, number of employees, hours of operation, <br />delivery schedules, nor use of hazardous materials is proposed, nor requested. <br />Likewise, no physical changes are proposed for the current store, except for <br />miscellaneous electrical upgrades to accommodate environmental and safety <br />upgrades proposed for the underground fuel storage and dispensing systems. <br />The 1994 California Underground Storage Tank Regulations require that all <br />existing USTs, piping, and dispensing systems within the State be upgraded to <br />certain minimum standards before 22 Dec 98. The materials and methods used <br />in the construction of the existing fueling system at this site, while upgraded <br />over the years, require additional upgrades to meet the 1998 standards. <br />Quik Stop has decided that, rather than make the minimum upgrades necessary <br />to meet the 1998 standards, they wish to fully replace the existing USTs, <br />piping and dispensing at this site.
