On April 27, 2004, Phil -rite Enterprises presented two Fill Spill Collectors <br />(Serial Numbers 18860 and 18880) to the Shasta County Department of Agriculture/Weights & <br />Measures to determine if they meet the 5 gallon minimum capacity test. Phil -rite Enterprises <br />requested this testing in relation to the requirements stated in Title 23, California Code of Regulations, <br />Division 3, Chapter 16, Article 3, Section 2635. Each Fill Spill Collector contained a drain valve <br />assembly and a brass fuel fill adaptor (Serial No. 10680F and 8851 F) with the stainless steel sleeve <br />preset by Phil -rite Enterprises to 4 and 4.5 inches, respectively. <br />Each 85100-F Fill Spill Collector was tested as presented by Shasta County Department of <br />AgricultureNVeights & Measures Program Assistant Ray Abernathy, at the Department's shop facility, <br />located at 22130 Charianne Drive, Redding, CA to determine if the Fill Spill Collector would hold a <br />minimum of 5 gallons. The testing medium was water with a temperature range during the tests of 74.5 <br />to 76 degrees F. To perform the tests, the Department used a 5 -gallon slicker plate prover, Seraphin <br />Model C, Serial Number 98-8399. <br />Each test consisted of filling the prover to capacity and draining the contents into the Fill Spill <br />Collectors. Each Model was tested with a 4 -inch plastic plug in the top of the fuel fill adaptor provided <br />by Phil -rite Enterprises. The tests were performed with the plastic plug filled with water to compensate <br />for the plug's capacity. <br />As tested, both Phil -Tits Enterprises Spill Containers, Models 85100-F set at 4" and 4.5" will contain <br />five gallons of liquid. <br />If any additional information is needed or there are any questions concerning the procedures used in <br />this test, please call me at (530) 2244949. <br />Sincerely, <br />Paul Kios <br />Deputy Agricultural Commissioner/Sealer <br />7of7 <br />
