EL DORADO STREET <br /> STOCKTON, CA 95202-1997 <br /> April 7, 1998 <br /> Chris Retta, Project Manager <br /> Tosco Marketing Company <br /> 76 Broadway Avenue <br /> Sacramento, CA 95818 <br /> INSTALLATION OF UNDERGROUND FUEL SYSTEM{ <br /> The following is a chronology of events this year for the project located at 1469 East <br /> Hammer Lane in Stockton noted by Inspector Ron Hiltscher and Deputy Fire Marshal Kent <br /> Miller: <br /> Inspector Ron Hiltscher: <br /> February 4: Tank removal: A safety problem existed due to under-cut asphalt. No <br /> barricades were in place to identify the affected area. The word "danger" <br /> was spray painted on mud and pea gravel on top of asphalt. The message <br /> was distorted due to people walking over the letters. <br /> February 11: A tank set stop work order was issued: The tanks were set in the hole <br /> without an inspection or test. The tanks were removed, inspected and <br /> tested. Leaks were found on two tanks (threaded connections). The leaks <br /> were repaired and the tanks passed. <br /> Deputy Fire Marshal Kent Miller: <br /> March 2: The primary pipe test failed with four leaks. <br /> March 4: A retest of primary pipe passed. <br /> March 6: The secondary pipe test failed. An excessive amount of pea gravel was <br /> discovered in four product lines. The attitude of the contractor was that this <br /> was not an unusual practice and other jurisdictions did not have a problem <br /> with this and why should we be concerned. This is totally unacceptable in <br /> the Stockton Fire Department jurisdiction. The contractor had to cut the <br /> piping and clean out the secondary containment line, then apply a clam shell <br /> at that point in the line. Some pea gravel remained in some of the lines <br /> where it could not be reached. <br /> STOCKTON...C.ALIFORN1A'S SUNRISE SEAPORT" <br /> I <br />
