No <br /> barricades were in place to identify the affected area. The word "danger" <br /> was spray painted on mud and pea gravel on top of asphalt. The message <br /> was distorted due to people walking over the letters. <br /> February 11: A tank set stop work order was issued: The tanks were set in the hole <br /> without an inspection or test. The tanks were removed, inspected and <br /> tested. Leaks were found on two tanks (threaded connections). The leaks <br /> were repaired and the tanks passed. <br /> Deputy Fire Marshal Kent Miller: <br /> March 2: The primary pipe test failed with four leaks. <br /> March 4: A retest of primary pipe passed. <br /> March 6: The secondary pipe test failed. An excessive amount of pea gravel was <br /> discovered in four product lines. The attitude of the contractor was that this <br /> was not an unusual practice and other jurisdictions did not have a problem <br /> with this and why should we be concerned. This is totally unacceptable in <br /> the Stockton Fire Department jurisdiction. The contractor had to cut the <br /> piping and clean out the secondary containment line, then apply a clam shell <br /> at that point in the line.
